London Southend Airport and Environs Joint Area Action Plan Preferred Options

Representation ID: 4547

Received: 18/02/2009

Respondent: Mr Robert Hurst

Representation Summary:

I have concerns about car travel from Rochford to Southend. The Warners Bridge area I forsee as being a very busy area indeed unless a new road from Rochford to the East is built. The existing Sutton Road cannot sustain traffic levels and any roadworks in Sutton Road causes severe holdups - Look at jams W/C 16 Feb '09 caused by the temp traffic lights in Sutton Road near to the Anne Boleyn junction.

One of the biggest areas of concern and it gets 6 lines of text. I can just see all these people using the airport turning up on bikes, or non existent public transport. I suppose Eddie Stobbart is going to introduce bike driven haulage and all those traffic jams are a thing of the past. Or is it only residents who are expected to make sacrificies (as usual)?

It is a ridiculous proposition to suggest that the impact of increased airport passenger numbers can be managed through improved Public Transport links in what is already a highy congested area. Increased congestion caused by the use of private cars that offer convenience to luggage-laden passengers travelling both to & from existing airports is inevitable and all major studies of to date show an extremely high reliance on private transport at airports

Most airline passengers with luggage travel to and from airports by road, increasing air pollution and congestion. The proposed rail 'halt' is helpful but how is this going to work? The Liverpool Street line is already overcrowded, or will there be dedicated trains for air passengers? If not - seriously - where are the airline passengers going to put their luggage? And will commuters be standing both ways to make room for them?

The roads are unsuitable for the current volume of traffic and any improvement would have to include the A127, A13 and the links between them. There would be no link between Cherry Orchard Lane roundabout and Warner's Bridge. You cannot compel bus operators to provide a service in this area and how many office workers are likely to walk to work. Most of the rush hour traffic currently is 'through' traffic whereas the development would lead to areas of concentrated traffic mostly on the business parks. This would create severe conjestion.

Please consider the infrastructure, no a silly station is not going to bring in passengers - the proximity of stations at Gatwick, Heathrow and Stansted do not reduce car travel to and from these airports - and prove my point. The A127 cannot cope with existing traffic, let alone any increase, however small.

I must admit I have had trouble, failed, to find a way of commenting directly from your website, so the views of my wife and I follow

We do not wish to see any additional flights from Southend airport, we have lived in the town all our lives, remember Channel Airways and this era, and while we accept aircraft are, mostly, quieter than they were, although not usually cargo planes as they are normally older aircraft converted from passenger aircraft.

We live almost under the flight path near to Southend Hospital, close enough to be really affected by noise, my wife's mother even closer.

The REAL point though is this - we do NOT need any enlargement. With the proximity of 4 London airports there are enough. Also, there is only so much airspace

Please consider the infrastructure, no a silly station is not going to bring in passengers - the proximity of stations at Gatwick, Heathrow and Stansted do not reduce car travel to and from these airports - and prove my point. The A127 cannot cope with existing traffic, let alone any increase, however small.

Increase in jobs, I think not, just a red herring to make the project sound good

Overall, I cannot see there could ever be the demand for passenger flights from here, in any real numbers, because there will be better, cheaper alternatives at least from Gatwick and Stansted and even Luton.

In summary, stop wasting money on studies, the people do not want this project (it keeps raising it's ugly head every few years, to worry the locals, then dies a natural death until next time - this time, please kill it off for good.)

As you may have guessed, I am against any increased activity, keep the maintainence business as is and cargo such as may be. Nothing in or out between 21:00 and 07:30 please.

Thank you for your time, Keith McLaren.

I strongly object to the airport expansion plans in terms of impact of noise levels, incrrased aircraft flying too near to houses, pollution, impact on traffic in the Southend area and impact on house prices.

I do not think that the results from the current consultation will be fully representative of the southend and rochford populations and would like to see a reprentative independent survey conducted about such an important matter that will impact all of our lives.

Even if half the anticipated annual 2 miilion passengers arrive by train, that is over 2500 extra car journeys in and out of the area each day. So what are you actually going to do to improve the A127 and A13 to negate this effect.

It was stated at the 24 March meeting that the Council is unable to compel transport companies to run bus routes. If people are to be encouraged away from cars, how will the Council encourage bus use if the bus companies do not run suitable routes (I'm thinking of the Arriva 7&8 debacle)? Making it difficult to use cars does not encourage the use of public transport. Slough tried this, restricting an office development for 300 people to 100 parking spaces. No suitable alternative transport was available and the office could never fill its complement of staff.

the A127 is curently overload and another 2million passengers will put an intolerable extra amount of traffic, this also goes against the new speed restrictions, more cars will mean more accidents and slower speeds will mean more jams. The railway link will not provide access for residents in southend, leigh, westcliff, benfleet, basildon, castle point etc etc as it is a different line, this means those passengers will use their cars. Which means local residents will suffer. More freight also means more lorries

The roads to and from Southend are filled to capacity as they are. The majority of passengers will always prefer to drive to an airport. All accompanied by an increase in pollution levels.

If issues i. and ii. are dealt with correctly, they will remove the need for any road "improvements" or new routes. As previously noted, the double-whammy of Peak Oil and Climate Change are conspicuous by their absence from all of the JAAP documents. In order to meet Climate Change Act targets, both local authorities will be required to achieve a 40% reduction in CO2 emissions by 2020 and this will only be possible with a significant effort to reduce private car use. See http://www.foe.co.uk/resource/reports/tyndall_climatereport_ccc2008.pdf

They will be exposed to yet more pollutants with the cobined effect of both increased emissions from aircraft flying low overhead and the increase in cars/lorries accessing the area. Their health should be more important than jobs.

It sem likely that already congested road will suffer yet more congestion!
A great part of incresed congestion seems likely to be generated from the development of the business premises to the North of the airport. If these properties do allow development fopr business surely they will also cause increased traffic to support the businesses? Our roads are over congested at present and these proposals seem to offer nothing to deal with current levels let alone future growth in traffic levels.
