Airport expansion will increase pressure on our already congested roads. Despite a railway facility, most passengers will prefer the convenience of their cars, when laden with baggage. Expansion will increase the number of HGVs on the roads in and out of the area, adding to the pressure currently suffered by our infrastructure. It is unrealistic to believe that public transport and the building of new roads will reduce traffic and congestion especially on the A13 and A127. The Climate Change Act requires use to reduce CO2 emissions, airport expansion will serve to increase them.

Since Southend is hemmed in on 2 sides by sea it is effectively a dead end.There are 2 roads into and out of the area.The main one to service the airport being the A127.This road is only 2 lanes and is virtually at a standstill in the rush hour periods,morning and evening.The envisaged extra traffic will completely grid lock this road.Trying to rectify this with piecemeal improvements will not in any way alleviate this problem.The A13 comes to a standstill at sadlers farm effectively.The train connections are purely commuter based and are always full now.

The proposed increases in passenger numbers and new jobs will cause a huge increase in the number of cars and heavy goods vehicles on the A127, which is already so congested that potential employers and investors are frightened away from Southend. Improved road links between the airport and the A127 will not be sufficient. We must be GUARANTEED all necessary A127 improvements, sufficient to accommodate all predicted road traffic increases, all the way from Southend to the M25, before any part of the airport expansion, or the employment area expansion, is allowed to proceed. Common sense informs us that the majority of the planned 2 million passengers per annum and 7380 additional employment area workers will arrive and depart by car, no matter what public transport, walking, cycling and SERT proposals there may be. Taking also into account the additional number of HGV movements which the JAAP proposals would create it is foolish and fanciful for the two councils to suggest that the JAAP proposals should be acceptable to the people of Southend and Rochford unless and until there are detailed road improvement schemes in place, not just between the airport and the A127, but between the airport and the M25.

Employment growth in south east Essex has suffered for many years at the hands of the ridiculously poor road access into the area (recently worsened by the imposition of a 50mph speed limit on the A127 for several miles west of Southend) and the suggestion that employers will bring 7380 new jobs to the proposed employment areas without a radical improvement to the road access to Southend and Rochford is a blind denial of the area's recent history.

In principle I could support the airport and its environs being used as a generator of employment in Southend and Rochford (albeit that this would carry a significant cost to Southend in terms of aircraft noise) but the two councils' expectations of what the Preferred Options in the JAPP will achieve will remain in cloud cuckoo land until there are significant improvements to Sothend and Rochford's road connections to the national road network. I therefore object to all proposals in the JAAP, and will continue to do so until adequate improvements to the A127, between the JAAP area and the M25, form an integral part of the proposals.

Southend Airport is not at all strategically placed with no routes available to the north or south until the M25, by which time Stansted is quicker to access. Schemes to encourage cycling and walking to reduce the pollution and congestion cannot compensate for 2 million extra people converging mostly by road on the area. The 1966 refusal to allow a runway extension was right and should be upheld.
