If issues i. and ii. are dealt with correctly, they will remove the need for any road "improvements" or new routes. As previously noted, the double-whammy of Peak Oil and Climate Change are conspicuous by their absence from all of the JAAP documents. In order to meet Climate Change Act targets, both local authorities will be required to achieve a 40% reduction in CO2 emissions by 2020 and this will only be possible with a significant effort to reduce private car use.
