RDC are in effect reducing not protecting cultural facilities in the district. Both of these sites are in a CONSERVATION area.

Extra facilities (that actually materialise, not just as fictitious, rescinded inclusions in developer’s plans) such as primary health care provision, schools, nurseries and local shops are also needed. The amount of housing that this area can sustainably support, without eating into the much needed green belt land, is limited. Extra houses = more people, extra cars, pollution, overcrowded roads and loss of the essentially rural character of the area. Other objectives are good in theory.

It is good to see a section in the objectives (20 to 23) on climate change mitigation and adaptation and enhancement of the natural environment. You could refer in these objectives to the fact that it is widely recognised that there are two emergencies facing the planet: a climate emergency and a biodiversity emergency and that these are closely interlinked. You could refer to the important role which trees and woods can play in helping to tackle both emergencies: for example trees can sequester carbon (mitigation) and reduce midsummer urban temperatures and help prevent or alleviate surface water flooding (adaptation).

It also seems odd that, having made climate change a strategic objective, there is no specific policy on it later in the plan. Perhaps you could consider either including a separate climate change policy or having it as a theme which is mentioned frequently in other policies? Many councils have a separate policy in their plan on trees and woods, which enables them to set out the important benefits which they provide.

Greensward lane is congested and in extremely poor repair with the current usage, and air quality would continue to deteriorate. The GP service is already oversubscribed as are local schools. Local wildlife would be affected adversely. Public services are not good enough to support the additional housing. Parking in Hockley is awful, it would mean illegal parking would increase causing danger and nuisance.

The use of the word "new" in some objectives is limiting - the same objective should apply to existing developments where ever possible.
The objectives need to recognise the increase in "working from home" and therefore the need for enhanced communication requirements throughout the area.
Objective 11 refers to "reducing out-commuting wherever possible" and this should be removed. I think that it should refer to optimising the employment opportunities in the district but the commuter community is an important and valuable part of the population bringing wealth into the district.
Rayleigh is the most populous town in the district and in the same way as Objective 19 supports the vitality of the rural communities there should be an objective to support Rayleigh town centre as a vibrant centre for recreation, cultural activities, retail and employment.
