The use of the word "new" in some objectives is limiting - the same objective should apply to existing developments where ever possible.
The objectives need to recognise the increase in "working from home" and therefore the need for enhanced communication requirements throughout the area.
Objective 11 refers to "reducing out-commuting wherever possible" and this should be removed. I think that it should refer to optimising the employment opportunities in the district but the commuter community is an important and valuable part of the population bringing wealth into the district.
Rayleigh is the most populous town in the district and in the same way as Objective 19 supports the vitality of the rural communities there should be an objective to support Rayleigh town centre as a vibrant centre for recreation, cultural activities, retail and employment.
