The levels of pollution will rise causing damage to the environment and our health with the additional increase of traffic in and around the Betts Farm Estate and the already over burdened only main road running through Hockley which has become heavily congested in recent years due to the many other 'new builds' in this and neighbouring areas.

Hockley simply cannot cope with more additional traffic, housing, it is also at straining point with no infrastructure in place for the extra places needed for doctors surgeries, schools, nurseries etc etc.

Representation Summary:

I have lived here for sixty-one years and am writing to record my strong objection to the possibility of 39 new homes being built on a plot at the end of the road that is included in the new 'Local Plan'.

This is land north of Merryfields Avenue Hockley, which has been given a site reference of CFS024.

The number of cars around me has increased over the years from one in ten households when I first moved here, to multiple cars at most properties and had a real impact on the narrow roads. So, the idea of such a high number of extra cars is extremely concerning, particularly since the residents have had to oppose similar proposals on this land on previous occasions.

We were assured after the last time when a smaller housing development proposal was firmly turned down, that this would be an end to such applications due to the land being within the Greenbelt, and so many of the trees on the plot having protection orders.

Nothing has changed in terms of the local infrastructure and facilities to accommodate a further development since the last application was turned down a couple of years ago, indeed the local traffic congestion has got worse.

Finally, the idea of having the noise and heavy traffic that comes with having a large building site over many months is most upsetting, so please reject this proposal.

- Green belt and farmed regularly.
- Very severe impact on an already very high level of traffic congestion and pollution. Gas emissions.
- Very popular footpath used by local residents.
- Three ancient woods and wildlife badly affected by over populated area and yet more housing developments.
- Wildlife habitat and populated nests supporting many native species will be badly affected.
- More investigations into climate change and how to help this should be investigated - not continue to destroy the areas, wildlife and enjoyment for current residents. ]
- We do not have the infrastructure: roads, shops, schools, to support any further growth.
- Green belt land is protected for a reason. This should never be overridden.
- For once consider the impact on current local residents.

New Local Plan - CFS074

I am writing regarding the proposal to build on fields near Mount Bovers Lane. I object to development on this land because:-

1. Open spaces
There are few "gaps" in the housing developments in Hawkwell. I wish to preserve this one. I often walk or jog up Mount Bovers Lane across the field and back down Gusted hall Lane. I value this route for exercise and enjoy the views. Routes like this are important for the mental and physical health of Hawkwell residents like me. Additionally, there is a potential for adverse effects on wildlife.

2. Bridleway
I trust that for the mutual benefit of riders and other road users, the plan is to retain the bridleway, whatever the decision on housing.

3. Infrastructure / traffic
The additional traffic from any housing development will feed on to (the already crowded) B1013.
I commute daily using the B1013. ( I am not against using public transport and commuted by train for 12 years until my employer moved offices to a remote location, not serviced by trains / buses). I often queue to leave Hawkwell, the queue for the Spa beginning at the White heart. I frequently queue in the evenings to re-enter Hawkwell, the queue beginning at Bullwood Hall. I sometimes feel "trapped" in Hawkwell by reason of the few "escape routes" available by road, often exacerbated by roadworks. I was told that the B1013 is the third - busiest B road in Britain. I wouldn't be surprised id this were still true. I will continue to oppose CFS074 and any proposed housing development until new escape-routes are added.

4. Air Quality
Additional housing leads to additional traffic leads to deteriorating air quality.

My main objection to further house-building is traffic congestion. The routes in and out of Hockley and Hawkwell are restricted by the presence of a railway line. Road works (last week outside the Cock Inn, and this week at the Rectory Road railway bridge) only add to the problems. Further house-building, without additional road-building, will increase congestion and air pollution.

Respondent: Mrs Jeanette Moorhouse

Representation Summary:

I object to the field site (CFS064) being used for housing. Housing on this field site will impact greatly on the traffic flor through the Betts Farm Estate. The B1013 is frequently congested and this CFS064 will increase the traffic. In the event of an emergency it is difficult to navigate swiftly, local residents experience slow moving traffic, increased traffic fumes and delays in journey times. Local doctors and schools are oversubscribed. There is no infrastructure in place to accommodate the additional planned housing. Losing yet more green land deprives residents especially children of footpaths and spoils the woodlands. There is no viable exit/entrance route that does not spoil the environment.

At a time when health of residents and especially children should be a higher priority than building on an area surrounded by woodland and removing the designated pathways would appear to take little account of the need for exercise, nor the hope of encouraging children to take an interest in their environment.

Housing on CFS064 will place 214 houses and probably a minimum of 321 additional cars in a vicinity already experiencing traffic congestion. Minor roads on the estate are not suitable for additional car use. Planning should take account of current residents and certainly of the infrastructure required for an additional 214 houses. Placing possibly 400+ adults and 400+ children requiring local services, this needs careful consideration. Are local services, e.g. fire, police, ambulance, refuse collection, schools, doctors, hospitals, clinics actually able to cope effectively with so many additional demands?

Certainly roads will be overcrowded. Cycling will not be a viable option. Child road safety will become an issue and yet children need to be able to play outside. The plan does not seem to work in the interests of a more healthy and greener Britain.

I object to this field site (CFS064) being used for housing for the following reasons:
1. The field is on green belt and is farmed regularly.
2.The field has three small ancient woods on its perimeter. All three woods are vulnerable and irreplaceable, each supporting a range of wildlife. A development in the field would severely negatively impact the woods, the wildlife and the environment generally, increasing pollution in all forms - soil, noise, light, air, water.
3. The Jubilee Walk forms a major footpath around the field and through the small wood, included in the site - this connects to many main areas for walking. Thus the field is vital to the local community for recreation.
4. Developing the site would lead to an increase in traffic putting a severe strain on the B1013 as well as Betts Farm Estate should any access be via Westminster Drive.
5. The doctors surgeries, dentists and small school adjacent to the site (Hockley Primary) are all full to capacity.

Representation Summary:

With reference to the land north of Merryfields Avenue, Hockley.

I read with dismay that this plot of land has been offered for consideration for development in the new local plan, showing space for a possible 39 new homes.

I understand this land is Metropolitan Green Belt and protects the countryside from being developed. It has tree protection orders on the larger trees and is adjacent to the Maryland Nature Reserve, which would suffer badly if development were allowed to take place here.

My property is already bordered by seven other properties, which is way too many neighbours to have to contend with, and the thought of adding more fills me with dread. It would be unreasonable and unfair. I enclose a map to illustrate this.

We need to protect green spaces now, however small, in the interests of climate change. We need to protect every tree we can as well as planting many more, so please reject this proposal, for the sake of our wildlife and biodiversity, and for the sake of my sanity.

I read with dismay your plan to inflict upon us a further 7,200 new homes in our already overcrowded area. We absolutely cannot accommodate this. Our roads are already past saturation point and cannot cope with a further 16,000 cars. what about the serious increase in air pollution? The B1013 is already the busiest and most congested B road in the country. Our doctors surgeries are at breaking point and our hospitals have waiting lists of longer than 5 years, and routine treatments have ceased all together. Staffing levels are dangerously low with no sign of improvement any time soon. Schools are full so where will 15,000 extra children be taught?

Global warming is teaching us that we need green spaces and less concrete. We need to protect our green belt. We need land for agriculture so as to grow our own food, we can no longer rely on importing food from across the world. We need to protect our wildlife and our biodiversity and above all we need to protect every tree we can, and plant millions more besides.

I suggest we get rid of the airport and use this brownfield site for housing if we absolutely have to, as the airport is a source of ongoing nuisance regards pollution and noise. The airport site has better roads around it, and is well supplied with a large supermarket and retail park opening soon. If this is not agreed upon, I suggest taking a look at Yorkshire where they have thousands of acres of open space and fewer trees would need to be destroyed for housing.

Representation Summary:

CFS024 Land North of Merryfields Avenue Hockley

I understand that within the recent local plan the above site has been offered up for 39 new homes and therefore write to register my objection.

This plot has been the subject of repeated applications over the years and on each occasion, they have rightly been denied.

The Marylands / Merryfields estate was built in 1960 in an era before car ownership was common and the current multi car ownership has resulted in significant on street parking outside of working hours. The access road from Plumberow Avenue into Marylands Avenue would not cope safely with the traffic from an additional 39 homes and therefore some 60 to 80 additional vehicles using the restricted road access.

Since we live close to the entrance to the estate the impact would be at its most intrusive on our doorstep.

We chose to live on this estate in no small part due to the existence of the Metropolitan Greenbelt and agricultural status of the surrounding area, which has given us with some protection against increased traffic and noise.

It provides a pleasant quality environment in which to live as well as helping to maintain local wildlife and insects which have elsewhere reduced in number so dramatically in recent times.

The area of the proposed development has, I understand, global tree protection orders in place on many of the trees within the plot of land concerned.

In addition to the long-term implications, there would be a serious impact upon the residents during the construction phase. The increased volume of traffic from the construction workers together with heavy lorries removing excavated spoil and delivering bulk materials would be intolerable and a safety concern over a significant period.

As a surveyor in the construction industry, I am all too aware that reassurances of frequent road sweeping, and delivery control do not materialise in practice.

The condition of the estates roads is already very poor following the decision many years ago to cover the existing concrete roads with Tarmacadum. This has been breaking up for some time and been poorly patch repaired in numerous locations. The construction traffic would dramatically increase this damage and the whole estate would require resurfacing as a result.

Notwithstanding the impact upon the current estate occupants, the local infrastructure is already approaching gridlock with regular traffic jams between Rayleigh and Hockley and through the town centre. There is little opportunity to address this due to the existing structure of the area and no routes available for new roads to relieve the congestion in the future.

Finally, the additional households would contribute to increasing class numbers at the local schools.

I therefore do not believe that the local area can accommodate a further 39 dwellings and wish to record my objection to the inclusion of this land within the New Local Plan.

I trust that it will be rejected in a similar manner to the last planning consultation in 2018.

This site is totally unsuitable to being developed. It is full of wildlife including badgers and deer. it borders the nature reserve and will be detrimental to that area. The only access is in Marylands Avenue which is a quiet residential road.
I understand that there are protected trees on this site.
As to the knock on effect to the local area, more cars would mean the roads in this area would be in a more disgusting condition than they are now (if that is possible!).
The local GPs are overloaded with current patients and schools do not have the capacity to cope with the extra children this will bring.
Also, the trains will be under more pressure as the inadequate bus service is not fit for purpose anyway

I believe infrastructure assessment first before land is presented to residents for planning. The new houses CFS064 will have a feeder road into Westminster Drive and then Buckingham Road. This is the only road off "Betts Farm Estate" which also has a primary school with parents in cars leaving the estate. Then onto the busiest "B" road (B1013) in the UK. More traffic, more pollution, more people using the already over stretched services. This is a field that produces crops and is on the green belt. There is also a public right of way around the field. This is a green corridor for deer, foxes and badgers and this development will displace this wild life. We have ancient woodland and nature reserves at risk. There is a brook which runs from CFS064 a long the side of the community centre under the road into Westminster Drive under the railway track to a culvert into the farmers field. In 2013, 6 houses at Westminster drive were flooded. On average £70,000 per house to repair due to flood damage. So, sustainable drainage system will need to be included as part of the development to reduce the risk of flooding. The houses that are being planned will not be affordable for local first time buyers. Most of the houses will be sold to people moving out of London or for Afghan migrants. The infrastructure will not cope. Roads, doctors, hospitals, schools - primary and secondary, nurseries, drainage etc. This site is not suitable!
