SECTION 2.2
The Objectives include 'Ensuring a high quality environment for residents' with explicit reference to noise pollution and protection of green space but the wider environment is not considered in the objectives. The importance of improving and enhancing green space and biodiversity, limiting and adapting to climate change, reducing flood risk, minimising waste, improving land quality, improved water quality are not addressed. This objective could be expanded to consider protecting and enhancing the whole environment.

Southend is fortunate in these troubled times that it hasa resource capable of generating employment and income. The environmental impact will be small. Aviation is not a major contributor to greenhouse gases and the introduction of services from our local airport will remove the need to travel to Gatwick or Stansted by car.

The vision is flawed. Southend is a commuter town plus summer holiday focus for day-trippers and the like all contributing in large part to the local economy.That contribution depends on a viable road and rail infrastructure which is increasingly congested particularly in the summer months and will worsen from people arriving to spend their money elsewhere.More noise, congestion and pollution must undermine the Southend Core Strategy concerning the quality of life for residents.We are already the 7th most congested urban area in the UK. Extravagant employment claims pepper airport expansion plans countrywide and are never realised.

Without a runway extension the target of 2 mppa is achievable.The railway and passenger facilities would also proceed. The advantages stated for the runway extension are quieter and fuel efficient planes,ease of attracting passenger plane operators,and a faster passenger growth path.
I am not convinced that these reasons are sufficient to support the option.I would prefer to see a slower introduction allowing time to present precise information on the environmental and residential impact, determine a realistic transport plan, and offering opportunity to assess the implications on a gradual scale for the Rochford District.

STRONGLY OBJECT TO ALL EXPANSION. Do minimum or preferably no expansion.The increase in aircraft noise for us residents will become intolerable, emissions will increase. The road system cannot cope with current traffic levels. If 2m passenger movements are reached this will require about 4000 extra car journeys per day!!! Imagine the road upgrading work for the next few years that would be required. This area has a high percentage of elderly people who hardly fly. Who will the expansion benefit, people flying from outside the region and the business people and major shareholders who will make millions of pounds.

We object to any plan that claims and relies upon the suggestion that airport expansion is "sustainable" and that increased airport activities will "ensure the quality of residents". Why would anyone want to visit a small town with a large airport, apart from to fly away to the sun, causing pollution and noise as they drive to the airport and more as they fly off. And why would anyone want to bring up a family in this environment?

LSACL fully supports the Vision as set out in section 2.1 and the Objectives in 2.2. In particular, we agree with the recognition that the Airport is already a major employment location with significant spare capacity for flights and that its regeneration will enable it to reach its potential to function as a local regional airport. We agree with the description of the Airport in 2021, especially that there will be quiet, fuel efficient aircraft and good transport access, providing benefits to the local community in terms of both employment and travel opportunities.

The impact that these plans will have on the local environment will be terrible. 30 night flights, 2 million passengers per annum, extra freight both on the road and by rail.
The next generation will be damaged, both by the air pollution, disruption to their sleep patterns caused by night flights, and disruption to concentration during lessons caused by the day flights. All this for a few hundred jobs being created, as the rest are merely being relocated. IS IT WORTH IT?
Will the future generations of Southend thank us for this proposal getting the go ahead?
I strongly object to the fast growth rate plan proposal.
The polution that this will cause, both by aircraft and added road traffic will have a huge effect on local residents. With the proposed 2 million passengers per annum the artery that is the A127 will resemble a car park.
I used to live in Hayes, near Heathrow, and although we were not directly in the flightpath, any washing hung out to dry smelled of kerosene.
My 9 month old son developed asthma, and we moved to Southend. Now plans will bring the airport fumes back to us. As parents to the next generation, we are teaching them the relevance of walking - indeed, we run a walking bus to school, we teach them to recycle, to turn off lights and appliances to save the environment. Why? The emissions that this development will make will negate all the small things that local families do in the longrun. The noise from the planes during the day will have a detrimental effect on the children's concentration at school, and disrupt sleep during the night. This will have a long term impact on the education of the next generation, the schools results league in this area will be affected in a very short space of time. Does a few extra new jobs, not relocated ones, really balance this out?

All the negative sides of having an airport with none of the benefits. For what? Some jobs. There are better ways of creating sustainable employment: make Southend a 'destination' given it's so close to the capital.

No mention of Peak Oil is made either in the "Preferred Options" or the "Sustainability Appraisal" documents. By 2021, it is likely that oil will be considerably more expensive than it was in 2008, making aviation, which already has extremely tight margins, economically unviable. Note that globally, aviation currently has a profit margin of 1%.

I object to this,the potential for employment is severley limited, especially in the current economic climate,
every other airport has far a lower employment per million flights ratio than Southend is proposing it will have.Why should it be any different.Already southend airport has made redundancies that limit its capability to take diverted flights from city airport, and Ipeco one of the largest employers has also made significant redundancies whilst Flightline has gone into administration.

I think the sustainability of this proposed development is flawed. In the current climate this is extremely sad that authorities are so weak and pander to activities that do nothing to really improve the overall environment. We really need to change our behavior and move away from the heavier carbon emitting industries such as aviation. Putting more land under concrete and tarmac is also very irresponsible. there are thousand of reasons not to do so from flooding (storm surge) and more destruction of natural environment. You'd be better off planting trees on it, everyone benefits from them.

There are 3 main issues; Employment, noise & air Pollution and Infrastructure.
We'd all support good employment in the area however this can't be acheived without affecting the noise and air pollution and our current infrastucture (road, rail, space) can't currently support it.

I have lived in Leigh since 1998 and in the last 10 years there has been a significant increase in the frequency of flights approaching or leaving the airport over Leigh and these can't be considered quiet - any increase in the number of flights cannot be tolerated due to the noise pollution. The air pollution is an issue I have no immediate knowledge of.
The plans also lay out some ideas with respect to linking the airport with the A127 - well what is the point. The A127 is already at full capacity, the entire areas roads are already congested and the Liverpool Street train line has not got the capacity to support much more than it currently does.

We believe that the expansion of the airport is completely at odds with the aim of ensuring quality of life for residents, and the long term sustainability of Southend. The town is already a successful regional centre and hub for higher education and culture. We fail to see how the airport expansion would fulfil any of the objectives.

I strongly object to the proposed Business Parks near Southend Airport being in linked with the proposed Airport Runway Extension.
There is no dependency between them suggested in either the new or old JAAP reports or anything else I have seen. According to the JAAP Report of the 7380 total jobs expected to be created 6200 jobs are due to the Business Parks, leaving only 1180 due to the Airport expansion. How many of these 1180 would be created without the runway extension is not given. These two proposals should be considered and voted on independently.
