We would like to preface everything we are about to say with the following. Our district cannot take
any more housing. We do not have the infrastructure. Government targets, or no government targets,
what you are allowing to happen to our communities is permanently destroying what has made this
area such a beautiful place to live for many, many generations. Council officers and councillors need
to have much more integrity when carrying out these consultations and making planning decisions.
There needs to be more determination to stop this endless destruction. There are many stories from
around the country of councils and councillors that are being creative and taking a few more risks in
order to save and preserve their communities and their heritage. I expect to see more of this from
Rochford District council in the years ahead - be more tenacious - we are counting on you. The
residents in Ashingdon have shown us this can be done with their successful campaign against SER8
- now it's time for the Council to step up to the plate. It's time to start representing your residents and
the people that pay your wages!
We strongly object to any development on green belt land. We are in the middle of an environmental
crisis - the evidence of which is all around us. The council must immediately cease to approve any
further development on green belt sites and only brown belt sites must be considered. With this in
mind, all proposed green belt sites must be removed from the local plan in order to make green belt
development as difficult as possible.
Furthermore, we would add that the local infrastructure simply cannot cope. Medical facilities are all
vastly over-subscribed. There is a lack of doctors and NHS dental places, not enough school places
and already over-sized classes. The County Council have proved how utterly inept they are at even
attending to the most basic repairs on some of our most dangerously damaged roads. We simply
cannot allow more traffic to go through the district's roads until all outstanding repairs have been
addressed and a proper strategy has been drafted, presented, and agreed with the residents of our
district for how the roads will be managed and maintained proactively going forwards. The county
council have clearly demonstrated they cannot be trusted to get on with this and now need to be put
under pressure by district councils and their residents.
Road capacity is another serious issue. This can be evidenced if you try and travel anywhere by car
on a Monday to Friday during rush hour or on a Saturday (if, heaven forbid, you try and go anywhere
to possibly try and enjoy your spare time away from your home). This view is clearly widespread
among many residents and councillors based on the events surrounding the recent rejection of SER8.
Any further development that is approved (for example, on brown belt sites) must have ample
infrastructure included within the proposals. This must also factor-in the infrastructure deficit we are
already running due to existing developments having been allowed to go ahead without adequate
controls and safeguards being in place to ensure that supporting infrastructure is also delivered.
Therefore, any new developments must deliver not only their own infrastructure needs but also help
'pay down' some of the deficit that has been built up. The council must (we repeat - MUST) make sure
the infrastructure is secured and committed to. Furthermore, the infrastructure must (we repeat -
MUST) be delivered before any housing is allowed to be developed. This must be a prerequisite. The
council must not allow another Hall Road situation to materialise. It is actually beyond a joke that Hall
Road still does not have a school, with no sign of one appearing anytime soon. The word
incompetence just doesn't cut it.
In addition to the above, we would like to add the following specific objections to the following sites:
CFS074 - Land south of Mount Bovers Lane, Hockley
This land must be removed from the Local Plan. The house building would ruin the landscape and
views that are available from Hawkwell Chase, Hawkwell Common and from Main Road Hawkwell
(looking towards Gusted Hall). This land should be kept out of the local plan and (when the
opportunity allows) used to extend the natural areas around Cherry Orchard and Gusted Hall.

simply not built/designed to cater for the number of residents this would require. There are also
significant issues with road access from Folly Lane which is already an extremely hazardous road.

These sites must be removed from the local plan due to the damage to wildlife, the environment, and
the effect on the landscape within the area. There are also already significant road safety issues with
Church Road, Folly Lane, and Fountain Lane. All these roads are very dangerous to navigate based
on current traffic levels and this would be made significantly worse with any/all of these developments
taking place. There are also regular flooding issues on Church Road which would only get worse with
further building on surrounding land.

This whole district is currently suffering from the large scale building which has occurred, and is also currently under construction, and will continue to suffer from it as it’s completed – on many levels.

Little or no supporting infrastructure is provided along with this development – so now schools and doctors are suffering under the pressure, and will continue to do so. The one hospital won’t cope.

It’s already been stated that the water supply companies are struggling to cope with current demand, so cannot possibly efficiently manage the increased pressure on services.

Our roads are groaning under the pressure of traffic at present. When schools are open, the roads are congested from 2.30/3pm through to 7pm-ish. We have narrow, rural roads – they can’t manage this development! Rayleigh Websters Way almost always has a queue due to traffic pressure, now – and associated pollution from fumes. At busy times, Rawreth Lane, and Carpenters Arms roundabout, London road, are almost at a standstill. More development will just worsen this.

The obvious problem with green belt development is the lack of ‘green lung’ space. Pollution is already at problematic levels in certain parts of the general Rochford District – such development will only make it worse due to increased introduction of car users to newly developed areas – and less green space to offset this problem. We also have an airport in the area which – when under normal usage, also spills out pollution. I have been at a restaurant near the edge of the airport when a plane took off – the smell of jet fuel was incredible – multiply this by the number of planes taking off, and then add the fumes spilled out by increased level of cars, and there’s a growing health problem for the local population – and pressure on a hospital already suffering at times. Before covid, it was on high alert in the last winter before it hit!

This encroachment on green belt cannot be allowed. This area is already groaning under the pressure of new building and land under construction; encroachment on green belt will reduce it to a nasty, congested over-developed concrete jungle; certain areas are like that, already – any more, and it will just be a nasty place to live. The daily lives and the health of the local population will be threatened by the effect of these plans, if implemented.

Reading through your proposals i have no faith what so ever that the local people will be listened too. Rayleigh and Hullbridge has already sustained mass building, where infrastructure has been completely ignored.

Why has the council made these things so difficult to make comments ? Why havent you created an online form with everything proposed for each area and a space for people to list their comments.

Rayleigh has nothing to offer people when you look at what other councils do for their tax payers.

Why are you not building council housing for local people ? You sold off a lot of the council housing but never replaced it.

We all know affordable housing isnt actually affordable and the current housing list is 12yrs plus, thats even if you qualify to go on there.
Its more like ethnic cleansing of the locals as no one can afford the housing, its all being taken by people from London as they have sold there propertys for loads of money and can afford to buy the housing being built locally, we should not be Londons dumping ground.

With crime increasing we have no walk in police station.

My brother in law needed an ambulance and they had been sent from chelmsford and needed directions for southend hospital.

Rayleigh needs a proper small injurys unti that runs 24hrs a day including dental, no one can get nhs dentists or appointments at the doctors now, southend hospital has the longest waiting lists in the country do you honestly think by mass building in this area it will help. Rayleigh desperatly needs a medical center.

The traffic in rayleigh is at a standstill in rush hour a lot of the time, the air pollution is already awful and not meeting guidelines.

Have you seen the state of the roads and pavements they are too small and dangerous for older people.

Leave our greenfield sites and parks alone, rayleigh is in danger of loosing what was good about it, you dont keep our parks looked after, there is no swimming pool in rayleigh, i could never understand why you didnt build a pool behind rayleigh liesure center liads of room less cars on the road as people could walk there and it would be used.

If you need anything medical or liesure you have to travel out of rayleigh, putting more traffic on the roads, its irressponsible to put peoples health and wealthfare after mass building of the wrong sort.

Infustructure has to come before building the people of Rayleigh have already been pushed to their limits over the mill hall now this, its unacceptable and seems to be greed over wealthfare.

Theses builders will be claiming all the government bonuses get the land cheap build the houses and make them so expensive, rayleigh becomes over crowed, the locals are forced out the area as they cannot afford to live here. It has to stop.

We are writing to make our strong objections to your new housing development plans in our closely surrounding area. It would be an absolute tragedy to destroy our lovely surrounding fields with their natural wildlife habitat, just to turn it into a concrete jungle of countless new houses. It would destroy the lovely open views enjoyed by local residents and will make our surroundings far too overcrowded.
There is not enough local infrastructure and the whole area will become even more gridlocked than it already is.
Additional parking needs would encroach on the surrounding roads and they would turn into an even worse rat run/cut through than it already is around here.
There is a great risk of repeated flooding from the steep hill at Stevens Farm at the very end of Bull Lane.
Our elderly neighbour asked us to include her name in these objections.

We are writing to make our strong objections to your new housing development plans in our closely surrounding area.
It would be an absolute tragedy to destroy our lovely surrounding fields with their natural wildlife habitat, just to turn it into a concrete jungle of countless new houses.
It would destroy the lovely open views enjoyed by local residents and will make our surroundings far too overcrowded.
There is not enough local infrastructure and the whole area will become even more gridlocked than it already is.
Additional parking needs would encroach on the surrounding roads and they would turn into an even worse rat run/cut through than it already is around here.
There is a great risk of repeated flooding from the steep hill at Stevens Farm at the very end of Bull Lane. (Please see my own video to see how bad it can get) https://youtu.be/TiM02Yv4mNI

Having lived here for 28 years we have enjoyed the Green Belt and the amenities it provides. If the Green Belt were to be developed it would devalue the whole area. The infrastructure would not meet the needs of your proposals. It is nearly impossible at the moment to get a Doctor’s appointment. There is so much traffic already that the Town is often gridlocked with queues of traffic trying to reach the main roads in and out of Rayleigh. It is often impossible to find empty spaces in the existing car parking areas and we know from experience that able-bodied drivers often use the Disabled Parking bays.

Under your Plan the development of the Green Belt would not enhance the whole area. We have seen the development alongside Hall Road, Rochford. Initially it was proposed that there would be a Doctors Surgery and a new school. The plans were passed before the developer sold off part of the area to another developer which allowed them not to build either a school or a surgery for the use of the residents. Indeed an area was sold to a London Borough to meet their housing needs. In Rawreth Lane we have yet another development reaching London Road and where traffic is reduced to a single lane. In Hullbridge they have built houses and had to build a new roundabout for the increased traffic from Watery Lane and Rayleigh. And there are always huge queues of traffic. Under your plans, fewer people would want to live in such congestion,

Apart from this deliberate grab at a high profit return, there are several reason why this plot of land should not be considered, these being;
1. Thought to be green belt, another example of concreting another piece of land which appears to be strictly profit driven by the owners.
2. There are flood issues with this land - not many years ago, numerous homes suffered flooding due to insufficient drainage. Correcting this will add to any housing project costs for this land.
3. Disturbing wildlife - foxes, many varieties of birds nest in the hedgerows, all this will completely disappear from this land.
4. This plan will create another short cut from the Rayleigh/Hockley Rd, creating more traffic and pollution to the area.
5. There are approximately 80+ homes on Nelson Rd. The 150 homes proposed will virtually be double the current amount of property on Nelson Rd, meaning this will be a high density housing development, that is completely out of keeping with the surrounding properties.
6. The infra structure in Rayleigh is already struggling with the known increase in properties within Rayleigh and here we go again. The council are current not even fixing the roads in the area, and this extra traffic volume (another potential 250 vehicles) to jam up already congested roads. That excludes the need for extra Doctors surgeries ( Audley Mills currently has some 6000 patients), dentists and the list of infra structure needs continue to mount.
Rayleigh is already bursting at the seams and now this small parcel of land has become the latest of the open land going up for, it would appear, profit to a real estate company.

I am writing to put on record my comments concerning the proposal to include area CFS 027 for housing in Rochford Districts building plan for 2020/2040.

This area forms part of the Roche conservation zone- an area of historic interest due in part to its ancient hedgerow boundaries. This field parcel is surrounded on four sides by ancient hedgerow and many beautiful old oak trees. A considerable time ago, it was bought and sold in plots by an individual who saw it as a business investment, with little regard to its intrinsic value within the beautiful valley east of Rayleigh.

To develop this for housing would begin to seriously erode this unique area and would break into a natural boundary which should remain undeveloped.

This field parcel borders a public footpath, used and enjoyed by a huge number of local residents. It is one of few places left where people feel they are in a wild, open environment, as well as continuing to provide a wonderful place to escape to for much needed peace and time with nature; something that is being increasingly recognised as vital for wellbeing.
As the resident farmer of the adjoining land, I am investing heavily in improving the area further for people and wildlife. I have applied for The Countryside Stewardship scheme to include 50% of the farmland I own within The Roche Conservation Zone. I am also applying for a Woodland creation grant to plant 9 acres of woodland, some of which will have public access, and will partly replace an area of woodland which was taken out in the 1950’s (Splash Wood). As a result of our CSS 2017/2022 we now have Tawny and Barn Owls back hunting in this area, among many other invaluable returns of previously native wildlife.

I am doing this because I feel the great need to cherish and preserve this area for people and its wildlife which is becoming increasingly threatened, marginalised, and is ultimately, disappearing.

From a logistical aspect, due to the field parcel being sold off in individual plots, it would make future development very uncoordinated as regards to planning permission for each separate house design, in addition to the access to main services on the site.

The ongoing problem of traffic gridlock on the east side of Rayleigh is a huge concern to its residents. Hockley Road to the North is massively overwhelmed with traffic, as is Eastwood road to the South. If access is via Bull Lane, Webster’s Way is already incredibly busy.

There are going to be objections to new housing wherever it goes; we all want our own area to remain unchanged, but people need houses to live in and I fully appreciate that local government has to allocate areas for housing in-line with central government targets.
However, the proposal of this site in particular is an illogical and unnatural intrusion into the Green Belt beyond the built up area of Rayleigh.

With the above considered, I would respectfully suggest that CFS 027 is unsuitable and undesirable for new housing development.

We live in Albert road in Rayleigh And currently at the end of our cul de sac there is a horse field, and behind our home is an open field ( farmland) , if I am reading your plan correctly it looks like you want to develop both of these green belt areas that currently make the road such a well sort after place to live, and I am assuming this would no doubt mean Albert Road would eventually become a thoroughfare and no longer a cul de sac.
This is unacceptable not only to the residents of Albert road but to the neighbourhood in general. Personally we are looking at our properties becoming less desirable therefore losing value, and more traffic. We will lose our green belt, places where we walk and take our dogs , not to mention public transport coming through the area.
We need these open green spaces, they have been a lifeline for many during these recent lockdowns and certainly helped people with mental health issues.
The people of Rayleigh are NOT screaming out for more more homes to be built, they are screaming out for its heritage to be upheld and looked after. Consider maybe the new businesses that want to open in our high street for example, keep the rates lower for these private businesses and not allow bigger chains to monopolise the area.
Albert road is a quiet safe well maintained street in Rayleigh and in my opinion Rochford council should be proud of it not want to plough through it and destroy it’s very core.
If we wanted housing estate after housing estate we could all move to Basildon, is that the final vision Rochford council are trying to achieve??
There will be MANY objections to this futuristic vision you seen to have.
And I for one will be at the forefront rallying the neighbourhood.
