Site would need to be managed carefully regarding road access, but if this could be accommodated this seems like a more apprioriate site than many. Experience has taught me that travellers have no wish to integrate and trying to force them to do so by locating them in existing developments is a fool's errand, actually increasing tensions / resentment in the communities. Only concern is size of site - far bigger than that required for 18 pitches - so limiting the size of the permitted development would be important.
