Gypsy and traveller sites should each be for a small number of occupants and distributed over a wide area for the following reasons:-
1. one does not wish to create a "ghetto" which the local authority may have difficulty in entering should it be necessary (a certain large unofficial site in Essex is a prime example)
2. avoid putting pressure on local schools in the vicinity of a larger site.
3. avoid putting pressure on other local resources.
