I think on one site since this allows them to build their own community and services without affecting permanent residences and means they would be able to take pride in the site and hopefully maintain it to a reasonable standard, with proper utilities and drainage. Smaller sites may feel like they are being marginalised rather than being supported. GT6 or GT2 would be the best option for this.
