No mention is made of the fact that 2 new supermarkets (Sainsburys and Costcutters) have been opened in Hockley since the HAAP process commenced. They provide additional choice and competition, which has not been taken into account.

2.9 - The Sustainability Appraisal

The Sustainability Appraisal recommended a Transport Assessment (TA). The Core Strategy specified Highways for inclusion in the HAAP. RDC repeatedly promised to include Highways but have not done so.
The council have done TAs for Rochford & Rayleigh AAPs but not Hockley. Why has Hockley been discriminated against? What are the council hiding?
The council say this was to save money but contradicted by TAs for the other two AAPs.
