This is not a suitable site for many reasons, the main ones being that there is no mains sewage drainage facility on this site, which would be costly to install.There is limited vehicular access being on a single track of unmade, unmaintained road. There is not enough NHS facilities or schools to cope with the current number of residents already.More importanty to the houseowners of Plumberow Avenue, are the Council going to compensate, if this goes ahead, for any depreciation in house value when we have paid a high premium to live here. How is this all funded?

I strongly object to this proposal, the unadopted road is already overused, there should be ramps near Plumberow Mount as there are children using the play area and there is an accident just waiting to happen. There is no mains sewage in the area suggested and water pressure in already low without further dwellings. In addition, the general infrastructure cannot cope with more residents.

These options are not supported. As stated in the Core Strategy, gypsy sites are best suited to the west of the district due to transport links and access to services.

Traffic - Bearing in mind the increase in cars/lorries etc., (most of whom are driven over the speed limit!) following the previous commandeering of green belt land for the Ethelred residences this proposed site will only increase the volume, particularly if in future the unmade section becomes a quick run-through to the Lower Road.
Why is more green belt land being taken - plenty more land in other parts of Essex.
Cost of sewage dainage to be installed means more cost to the rate payers for the small amount of people who could be housed.
Will devalue house prices in area.

We find it unbelievable that you could even consider this site as you were aware of local feelings regarding the previous gypsy family that took you much time, effort and expense to remove.
As for promoting cohesion, we have no desire to have gypsies on our doorstep and you may say that everybody says the same, so, is it not obvious that people do not want traveller sites in residential areas and, therefore, maybe, if you reallyhave to, then they should be totally out of the way of causing inconvenience and a nuisance to local residents. Surely 'Crays Hill' is a classic example of what can happen!
This part of Plumberow Avenue, which is, incidentally, totally maintained by its residents, is unadopted, unmade and unsuitable for gypsy traffic and as there is no main drainage here where would the effluent from this proposed site go to?
It would, therefore, be totally unfair to impose such a site in a residential area where nobody wants one!

I/we wish to register the following objections and comments regarding the above document:
Housing Allocation
As clearly previously stated in the Hockley Parish Plan, large scale housing developments in Hockley, are not supported for the following reasons:
* There should be no loss of countryside, greenbelt and open spaces in and around Hockley
* There should be no large housing estates due to lack of infrastructure
* There are no proposed solutions to traffic issues on the already congested main artery roads between Rayleigh and Rochford, i.e. the B1013 and Rectory Road, which are narrow and winding, and include the narrow railway bridge in Hawkwell
* Bus services (Nos. 7 and 8) are inadequate in the area to support the additional housing
* There is no proposed solution to traffic issues (congestion and parking) caused by the 'school runs' in the morning and evening, which would be considerably worse than the current problems due to the additional children
Proposed 50 additional dwellings in West Hockley
The development of any additional housing in the area is not supported for the following reasons:
* There is no proposed solution to traffic issues on the already busy roads around Church Road, Folly Lane and Fountain Lane, which are dangerous, narrow, winding and used by many horseriders.
* There is no proposed solution to traffic issues at Hockley primary school caused by 'school runs' due to the additional children
However, if development is enforced, then Option WH2 (mushroom farm - brownfield site) is preferred as it avoids the loss of greenbelt and open spaces.
Eldon Way / Foundry Industrial Estate (TC7/9)
The relocation of Industrial Units to the proposed Airport Business Park to provide space for redevelopment and additional housing in the Town Centre is not supported for the following reasons:
* There should be no large housing estates due to lack of infrastructure
* There is no proposed solution to traffic issues on the already congested main artery road between Rayleigh and Hockley, i.e. the B1013.
* There is no public transport (trains or buses) to support the Airport Business Park
* Based on the results of a resident survey in October 2009, seven out of every eight residents in Hockley opposes major redevelopment of Eldon Way / Foundry Industrial Estates
* Based on the results of a resident survey in October 2009, if redevelopment of Eldon Way / Foundry Industrial Estates is enforced, the recommendations for change include a youth centre, a healthcare centre, a community centre and leisure facilities, with only 1% support for housing.

Option TC10 should be adopted to redesignate Hockley as a district centre. This would protect the area from expansion and preserve the village feel that was requested by residents in both the Hockley Parish Plan and in the recent resident survey in October 2009. This must not however be allowed to prevent opportunities for minor regeneration and improvements.
The Retail & Leisure Study in 2008 indicated maintaining and developing existing strengths rather than retail expansion. Expansion of the town centre to include Eldon Way / Foundry Industrial Estates is not promoted within the Retail & Leisure Study and would detract the focus away from maintaining and improving the current town centre.
Primary Shopping Area
Option TC16 (existing primary and secondary shopping frontages) should remain the Primary Shopping Area and encourage minor regeneration and improvements of the secondary frontages. Option TC15 is too restrictive and does not fairly support those shops / businesses away from the 'centre'.

Having attended the recent public meeting at Greensward Academy on the 13th April, we feel that we must add the strongest objections to the Hockley site, GT4.
1. The site is small and could not accommodate more than one or two Traveller families.
2. Previous problems have been encountered with Traveller residents.
3. Integration and acceptance of Traveller families could prove problematical.
4. The allocation of this location for Traveller families is likely to have a detrimental effect on local property values.
5. Currently there is not a mains sewage drainage or septic tank facility to this site.

Eldon Way / Foundry Industrial Estates (Option TC8), whether remaining as industrial / leisure or redeveloped for other purposes, should not be included in the town centre boundaries.
District Centre versus Town Centre
Option TC10 should be adopted to redesignate Hockley as a district centre. This would protect the area from expansion and preserve the village feel that was requested by residents in both the Hockley Parish Plan and in the recent resident survey in October 2009. This must not however be allowed to prevent opportunities for minor regeneration and improvements.
The Retail & Leisure Study in 2008 indicated maintaining and developing existing strengths rather than retail expansion. Expansion of the town centre to include Eldon Way / Foundry Industrial Estates is not promoted within the Retail & Leisure Study and would detract the focus away from maintaining and improving the current town centre.
Primary Shopping Area
Option TC16 (existing primary and secondary shopping frontages) should remain the Primary Shopping Area and encourage minor regeneration and improvements of the secondary frontages. Option TC15 is too restrictive and does not fairly support those shops / businesses away from the 'centre'.

These options are not supported. As stated in the Core Strategy, gypsy sites are best suited to the west of the district due to transport links and access to services.
It is essential that any gypsy site developments are matched by appropriate infrastructure such as water / gas / electric supply, sewerage, access for refuse / recycling collection, access to healthcare and schools.
Hockley already has a small site off Lower Road. and the development of additional gypsy sites in the Hockley area either at Plumberow Avenue or off Lower Road is not supported for the following reasons:
Loss of countryside, greenbelt and open spaces in and around Hockley
Hockley is already highly developed with relatively less open spaces than other regions in the district.
Access to transport links and utility services (water, gas, electric, sewerage) is poor in both proposed Hockley sites
We, as a family, strongly object to the following plans for Hockley. Why on earth are you trying to destroy the character of what still is a nice village atmosphere. I have grown up in Hockley and feel the changes are unnecessary and unsuitable. The gypsy site is a ridiculous idea and is simply unacceptable.

I/we wish to register the following objections and comments regarding the above document:
Housing Allocation
As clearly previously stated in the Hockley Parish Plan, large scale housing developments in Hockley, are not supported for the following reasons:
There should be no loss of countryside, greenbelt and open spaces in and around Hockley
There should be no large housing estates due to lack of infrastructure
There are no proposed solutions to traffic issues on the already congested main artery roads between Rayleigh and Rochford, i.e. the B1013 and Rectory Road, which are narrow and winding, and include the narrow railway bridge in Hawkwell
Bus services (Nos. 7 and 8) are inadequate in the area to support the additional housing
There is no proposed solution to traffic issues (congestion and parking) caused by the 'school runs' in the morning and evening, which would be considerably worse than the current problems due to the additional children
Proposed 50 additional dwellings in West Hockley
The development of any additional housing in the area is not supported for the following reasons:
There is no proposed solution to traffic issues on the already busy roads around Church Road, Folly Lane and Fountain Lane, which are dangerous, narrow, winding and used by many horseriders.
There is no proposed solution to traffic issues at Hockley primary school caused by 'school runs' due to the additional children
However, if development is enforced, then Option WH2 (mushroom farm - brownfield site) is preferred as it avoids the loss of greenbelt and open spaces.
Eldon Way / Foundry Industrial Estate (TC7/9)
The relocation of Industrial Units to the proposed Airport Business Park to provide space for redevelopment and additional housing in the Town Centre is not supported for the following reasons:
There should be no large housing estates due to lack of infrastructure
There is no proposed solution to traffic issues on the already congested main artery road between Rayleigh and Hockley, i.e. the B1013.
There is no public transport (trains or buses) to support the Airport Business Park
Based on the results of a resident survey in October 2009, seven out of every eight residents in Hockley opposes major redevelopment of Eldon Way / Foundry Industrial Estates
Based on the results of a resident survey in October 2009, if redevelopment of Eldon Way / Foundry Industrial Estates is enforced, the recommendations for change include a youth centre, a healthcare centre, a community centre and leisure facilities, with only 1% support for housing.
It contradicts RDC's own Retail & Leisure Study 2008 proposal to reclassify Hockley as a District centre - Hockley should be kept as a Village!

1. I do not wish further increases in traffic outside my home wearing the road surface.
2. Wasted funds i.e. my "Council Tax" (moving Travellers out, then investing to make it "safe" for them to move back in)
3. I would be scared to venture out in my own garden alone, or display any evidence that I might own anything of value.
4. I can not see this creating or promoting "community cohesion"! Travellers are what they are... TRAVELLERS who move when they NEED to!
5. Another case of ignoring "Green Belt" ruling when it suits or fits local council plans
I have lived in Plumberow Avenue for thirty years now, and originally chose it as an "ideal" quiet and undeveloped road in which to reside!
It has become busier and busier especialy since the building of the new housing development adjacent! The permission granted to build this development, has always been questionable and was hotly contested for years, especialy considering that owners of plots in Plumberow and the adjoining roads, have been refused Planning permission for years due to it's "Green Belt" status!
With regards to this new estate or development, the Green Belt aspect or issue was passed off as "controlled and necessary"!
This new "estate" was allowed with certain conditions i.e. Traffic control and the number of new homes was limited.
The traffic control took the form of a gate to be accessed only in the event of a fire.
However, many of the residents living on this new development, now use the gate on a full time basis, and indeed, one at least, has been known to physicaly insist on using it. So much for conditions!
As a result of the increasing amount of traffic using Plumberow Avenue, it is now considered to be a viable through road and commercial vehicles guided by their sat-navs (and many 4x4 recreationalists) regularly use Plumberow Avenue as a short cut or proving ground!
Both these types of vehicle ruin the road surface!
This part of Plumberow is unadopted and so paid for and maintained by immediate residents. Increased use of this road (and so damage) would be inevitable with the introduction of a permanent "Traveller site", especialy with their known choice of vehicles which tend to be large and heavy to suit their lifestyle.
Travellers, just like the previously mentioned groups, will not contribute to the upkeep of the road!
In the not too distant past, Council money has been used to remove Travellers" from this same site, not because they have been violent or up to no good but on health issues, i.e. the lack of sewage drainage. If a permanent Traveller site were to be introduced at this somewhat limited sized plot, it would involve considerable costs, one of which would be the installation of a complete new sewage system, which considering the current economic climate, and the fact that money has previously been invested to remove Travellers from this site, would, I think, be a disgusting waste of Council Tax funds!
I am now a retired widow and would be scared to think, that my once inaccessable and character home (the garden was bordered by woods prior to the building of the new estate) would now be passed and viewed regularly by an ever changing group of people who are known to have a different understanding of right and wrong and ownership!

This is an area of natural beauty and I feel that the introduction of a traveller site will cause the area to lose this. I do not feel that a travelllers site will enhance the area only cause additional traffic to already busy roads.

Having lived in Hockley for the past 17 years. I and my family have found it to be quite, tidy and very nice place to live. The cost of housing in Hockley is very high. If gypsy sites were to move to Hockley I strongly feel that the cost of houses would see a very shape fall. And fear would replace peace. This would be very unfair to the people of Hockley. I also feel that the woods and green belt area would get damaged
