"The Core Strategy Submission Document states that the infrastructure required to be implemented alongside this site are: Local highway capacity and infrastructure improvements, public transport service and infrastructure enhancements, links and enhancements to pedestrian, cycling and bridleway networks, and Sustainable Drainage Systems." These highway and infrastructure improvements MUST include proper and transparent traffic modelling of the effects on Rayleigh and Hockley town centres with appropriate congestion mitigation measures being implemented as part of any planning permission. There must be nil detriment to the highway infrastructure in the town centres since they are already over capacity and must not be allowed to get worse.

The argument that taking this green belt for housing would have the advantage of providing a strong, defensible green belt boundary is illogical. The existing boundary could easily have been defended if it was expedient to do so.

Whilst I appreciate the need for new houses,my concern is the problem of access. It appears that access will be via Folly Chase into Folly Lane. The Chase would require widening at the expense of private gardens. Folly Lane is already a bottleneck. Extra traffic entering the High Road would exacerbate an already overly congested road.50 new houses means ,in effect ,100 extra cars.
I suggest the council look at land ajacent to Lower Road, which is not nearly so busy. This applies to WH1, WH3 and WH4

This is not disused agricultural land - please see report and photos submitted to you separately taken in March 2010 of the spraying of the current crop. This in itself demonstrates that the council officials have not bothered to attend the proposed site before including this as an option.
This is a unique ,beautiful ,quiet ,environmentally rich area of green belt land which is easily accessible by all in the local community as it connects to the community centre,Hockley Primary school, Betts Farm etc .This enables all,whether young ,old ,ramblers etc to feel immediately out in the middle of beautiful countryside. You can see from the well worn footpath in the attached photos that it is frequently used and valued.
Essex County Council supported the leaflet produced of walks in Hockley which detailed paths 10 and 11 which is Folly Chase and the connecting footpaths bordering the proposed WH1 - again please see the beautiful photos taken of these areas which would of course be destroyed if the development took place. It is essential if we are to have further housing that areas such as WH1 are protected for the benefit of all the community. Also the wealth of wildlife that are dependant on the areas specifically woodpeckers, great crested newts,badgers etc are seen on a daily basis.

Absolutely amazed and shocked that this could be a proposed site for development - I am in my eighties and have lived here since the sixties - this is a fantastic example of green belt land which is accessible to all - my grandchildren attend Hockley primary school and as a family we ALL use this quiet area frequently and it would be awful if it was destroyed by development - PLEASE DO A PROPER SURVEY OF THIS AMAZING AREA AND THE AFFECT IT WILL HAVE ON US ALL PARTICULARLY THE CHILDREN AND ENVIRONMENT IF IT WERE TO TBE DESTROYED.

Access via Folly Chase again would destroy a beautiful footpath(10) used by many in the local community and beyond.

We live outside Hockley but visit often. We regularly use the jubilee walk surrounding WH1,3 and 4 with the children as it is a lovely but not too extensive circular walk from the main road and the Bull pub and up through Folly Chase.
