Sites submitted have not been properly assessed. RDC has not invested the effort required to properly assess all sites submitted. Instead RDC planning department have made their own lives easier by only considering larger sites because it requires less effort. Large sites which offer a larger number of dwellings have been preffered.

- a high number of them are on productive agricultural land which will be lost forever.
- a high number of them are wooded areas which will also be lost forever.
- some are even located in areas of higher risk of flooding (remember Rawreth earlier this year)
- most will require much investment in infrastructure before a single dwelling is provided on them, e.g. moving pylons, providing road infrastructure to the sites, bolstering existing transport infrastructure etc
I dread to think how much council tax payers money has been spent in helping RDC identify the "best" locations and sites for the additional housing that is required. A dart thrown at a map would have been a cheaper method to employ and no more destructive than RDC's current "best" solution.

The new housing in Hockley/Hawkwell/Ashingdon requires the modernisation of at least Spa Road and the railway station in Hockley because this is currently in a shabby and inadequate condition. Option 3.1 of the original Hockley Area Action Plan might need to precede the housing it has to serve. Enhanced public transport facilities, roads, education and health will need to be in place before the housing is occupied.

The first paragraph of this Chapter is unsound in that it does not reflect Regional Spatial Strategy. It does not explain that the 3,790 dwellings to 2021 are minimum requirements as set out at Policy H1 of East of England Plan 2008 (EEP 2008). This is an important statement to make in the site allocations document because it sets the context for how future sites are delivered. The use of the phrase 'approximate average' is not a policy statement used in the EEP 2008 and should be deleted. Insert reference to the minimum requirement.

There is policy support for Green Belt release to 2031 (see paragraph 3.32 and 3.33 of EEP 2008), the advice in PPG2 that Green Belt review should be taken in the context of long term development planning, that paragraph 53 of PPS3 encourages the review of any RSS to be built into emerging development plans and PPS12 encourages longer term beyond the normal 15 years where circumstances justify, the table should be expressed as minimums and in view of the evidence submitted with the planning appeal into the Rectory Road amend to say 330 dwellings for south Hawkwell.
The specification of 175 dwellings for South Hawkwell is considered to be too low and does not reflect the most appropriate way in which the area should be developed to:
* Create a new defensible Green Belt boundary
* Secure vital enhancements to the protected woodland and other habitats in this area
* Makes effective and efficient use of the land to meet PPS3 objectives
* Secures a development that is acceptable in character and sustainable
* Has regard to opportunities and constraints including the gas pipeline, protected ecology and appropriate means of access
* Appropriately plans for a longer term release of Green Belt as envisaged by the EEP Review which was begun in
Autumn 2009 and which is supported by PPS12, paragraph 53 of PPS3 and PPG2 (paragraph 2.6).
The basis on which the housing land supply is calculated and the dwelling numbers identified in the table on page 4 includes a flawed assessment of the likely number of houses that will be achieved from existing brownfield sites and in particular current employment sites which the District Council wishes to promote for housing. I review these matters in other representations. However, in order to rectify the errors it is recommended that the allocation of land at South Hawkwell be noted as 'up to 330 dwellings' since this is the proven carrying capacity of a site which has been promoted through an application and appeal and represents the most appropriate place for a housing site in South Hawkwell. It is a suitable number having regard to the points made above and the attached plan (to be emailed separately).

* There is no proposed solution to traffic issues on the already busy roads around Church Road, Folly Lane and Fountain Lane, which are dangerous, narrow, winding and used by many horseriders.
* There is no proposed solution to traffic issues at Hockley primary school caused by 'school runs' due to the additional children
However, if development is enforced, then Option WH2 (mushroom farm - brownfield site) is preferred as it avoids the loss of greenbelt and open spaces.
Eldon Way / Foundry Industrial Estate (TC7/9)
The relocation of Industrial Units to the proposed Airport Business Park to provide space for redevelopment and additional housing in the Town Centre is not supported for the following reasons:
* There should be no large housing estates due to lack of infrastructure
* There is no proposed solution to traffic issues on the already congested main artery road between Rayleigh and Hockley, i.e. the B1013.
* There is no public transport (trains or buses) to support the Airport Business Park
* Based on the results of a resident survey in October 2009, seven out of every eight residents in Hockley opposes major redevelopment of Eldon Way / Foundry Industrial Estates
* Based on the results of a resident survey in October 2009, if redevelopment of Eldon Way / Foundry Industrial Estates is enforced, the recommendations for change include a youth centre, a healthcare centre, a community centre and leisure facilities, with only 1% support for housing.
* It contradicts RDC's own Retail & Leisure Study 2008 proposal to reclassify Hockley as a District centre - Hockley should be kept as a Village!
Proposed Gypsy Sites (GT4/5)
These options are not supported. As stated in the Core Strategy, gypsy sites are best suited to the west of the district due to transport links and access to services.
It is essential that any gypsy site developments are matched by appropriate infrastructure such as water / gas / electric supply, sewerage, access for refuse / recycling collection, access to healthcare and schools.
Hockley already has a small site off Lower Road. and the development of additional gypsy sites in the Hockley area either at Plumberow Avenue or off Lower Road is not supported for the following reasons:
* Loss of countryside, greenbelt and open spaces in and around Hockley
* Hockley is already highly developed with relatively less open spaces than other regions in the district.
* Access to transport links and utility services (water, gas, electric, sewerage) is poor in both proposed Hockley sites
Town Centre Boundaries
Option TC7 (the current town centre boundaries remain) is recommended.
The exclusion of the shops to the west of Hockley (Option TC8) is not supported - regeneration (not expansion) of this row of shops / businesses must be encouraged without detriment to the village feel.
Eldon Way / Foundry Industrial Estates (Option TC8), whether remaining as industrial / leisure or redeveloped for other purposes, should not be included in the town centre boundaries.
District Centre versus Town Centre
Option TC10 should be adopted to redesignate Hockley as a district centre. This would protect the area from expansion and preserve the village feel that was requested by residents in both the Hockley Parish Plan and in the recent resident survey in October 2009. This must not however be allowed to prevent opportunities for minor regeneration and improvements.
The Retail & Leisure Study in 2008 indicated maintaining and developing existing strengths rather than retail expansion. Expansion of the town centre to include Eldon Way / Foundry Industrial Estates is not promoted within the Retail & Leisure Study and would detract the focus away from maintaining and improving the current town centre.
Primary Shopping Area
Option TC16 (existing primary and secondary shopping frontages) should remain the Primary Shopping Area and encourage minor regeneration and improvements of the secondary frontages. Option TC15 is too restrictive and does not fairly support those shops / businesses away from the 'centre'.

We, as a family, strongly object to the following plans for Hockley. Why on earth are you trying to destroy the character of what still is a nice village atmosphere. I have grown up in Hockley and feel the changes are unnecessary and unsuitable. The gypsy site is a ridiculous idea and is simply unacceptable.

Furthermore, the 9 general locations identified for extensions to residential envelopes fail to promote new housing development in the most sustainable locations. There should be a higher quantum of development in the Tier 1 settlements in the first instance, and further land should be identified in the Allocations DPD to meet the proposed short-fall, and create a more sustainable pattern of development, than that proposed.

I/we wish to register the following objections and comments regarding the above document:
Housing Allocation
As clearly previously stated in the Hockley Parish Plan, large scale housing developments in Hockley, are not supported for the following reasons:
There should be no loss of countryside, greenbelt and open spaces in and around Hockley
There should be no large housing estates due to lack of infrastructure
There are no proposed solutions to traffic issues on the already congested main artery roads between Rayleigh and Rochford, i.e. the B1013 and Rectory Road, which are narrow and winding, and include the narrow railway bridge in Hawkwell

Proposed 50 additional dwellings in West Hockley
The development of any additional housing in the area is not supported for the following reasons:
There is no proposed solution to traffic issues on the already busy roads around Church Road, Folly Lane and Fountain Lane, which are dangerous, narrow, winding and used by many horseriders.
There is no proposed solution to traffic issues at Hockley primary school caused by 'school runs' due to the additional children
However, if development is enforced, then Option WH2 (mushroom farm - brownfield site) is preferred as it avoids the loss of greenbelt and open spaces.
Eldon Way / Foundry Industrial Estate (TC7/9)
The relocation of Industrial Units to the proposed Airport Business Park to provide space for redevelopment and additional housing in the Town Centre is not supported for the following reasons:
There should be no large housing estates due to lack of infrastructure
There is no proposed solution to traffic issues on the already congested main artery road between Rayleigh and Hockley, i.e. the B1013.
There is no public transport (trains or buses) to support the Airport Business Park
Based on the results of a resident survey in October 2009, seven out of every eight residents in Hockley opposes major redevelopment of Eldon Way / Foundry Industrial Estates
Based on the results of a resident survey in October 2009, if redevelopment of Eldon Way / Foundry Industrial Estates is enforced, the recommendations for change include a youth centre, a healthcare centre, a community centre and leisure facilities, with only 1% support for housing.
It contradicts RDC's own Retail & Leisure Study 2008 proposal to reclassify Hockley as a District centre - Hockley should be kept as a Village!
Proposed Gypsy Sites (GT4/5)
These options are not supported. As stated in the Core Strategy, gypsy sites are best suited to the west of the district due to transport links and access to services.
It is essential that any gypsy site developments are matched by appropriate infrastructure such as water / gas / electric supply, sewerage, access for refuse / recycling collection, access to healthcare and schools.
Hockley already has a small site off Lower Road. and the development of additional gypsy sites in the Hockley area either at Plumberow Avenue or off Lower Road is not supported for the following reasons:
Loss of countryside, greenbelt and open spaces in and around Hockley
Hockley is already highly developed with relatively less open spaces than other regions in the district.
Access to transport links and utility services (water, gas, electric, sewerage) is poor in both proposed Hockley sites
Town Centre Boundaries
Option TC7 (the current town centre boundaries remain) is recommended.
The exclusion of the shops to the west of Hockley (Option TC8) is not supported - regeneration (not expansion) of this row of shops / businesses must be encouraged without detriment to the village feel.
Eldon Way / Foundry Industrial Estates (Option TC8), whether remaining as industrial / leisure or redeveloped for other purposes, should not be included in the town centre boundaries.
District Centre versus Town Centre
Option TC10 should be adopted to redesignate Hockley as a district centre. This would protect the area from expansion and preserve the village feel that was requested by residents in both the Hockley Parish Plan and in the recent resident survey in October 2009. This must not however be allowed to prevent opportunities for minor regeneration and improvements.
The Retail & Leisure Study in 2008 indicated maintaining and developing existing strengths rather than retail expansion. Expansion of the town centre to include Eldon Way / Foundry Industrial Estates is not promoted within the Retail & Leisure Study and would detract the focus away from maintaining and improving the current town centre.
Primary Shopping Area
Option TC16 (existing primary and secondary shopping frontages) should remain the Primary Shopping Area and encourage minor regeneration and improvements of the secondary frontages. Option TC15 is too restrictive and does not fairly support those shops / businesses away from the 'centre'.

We object to the current residential allocations as we are not convinced that these are the most suitable sites for housing in accordance with Planning Policy Statement 3 (PPS3) Housig 2006. There are other sites which are equally if not more appropriate for residential development and these should be considered in place of some of the current options or as well as. This will enable a flexible approach to the delivery of housing and ensure that the Council meets its housing requirements.
Within the options for West Rochford, the Council acknowledges for Options WR2, WR3 and WR4 that the sites do not 'afford a good opportunity for the creation of a strong defensible green belt boundary'.
Appendix 1 refers to Land to the Rear of Southview Close (Call for Sites Allocations 43) and although this highlights that the site is well related to Rayleigh town centre and services it states that the site would not contribute towards a balanced approach to housing and there is a need to avoid the coalescence of Rayleigh with Eastwood. However, we disagree with this conclusion and would like to reiterate that land to the rear of South View Close is in a sustainable location, within walking distance of local schools, public transport and close to Rayleigh Town Centre, employment locations and other local amenities. The site does not clearly contribute to the five functions of including land within the Green Belt as set out in Planning Policy Guidance 2 Green Belts January 1995. The release of this site for housing will not lead to the unrestricted sprawl of large built-up areas. There is a stream running across the site which creates a natural barrier and could become the defensible boundary to the Green Belt, unlike the sites referred to above. The release of this site would therefore not undermine the Council's approach of protecting the town's identity and preventing coalescence with Eastwood. This land can contribute to housing units by 2015.
The Allocations Development Plan Document should therefore include South/South East Rayleigh as a general location with land to the rear of Southview Close allocated for housing.
