The above proposal is flawed in saying that development should be located away from flood risk/ coastal change areas only "wherever possible". To protect present and future communities there should be a strict policy of avoiding such areas for housing or commercial development: remaining river flood plain and low lying coastal areas should be left so they can provide for flood mitigation in a future which is predicted to bring more intense rainfall and more sea level rise.
