It seems sensible to prioritise building away from known areas of flood risk as the likelihood of flooding is only going to increase due to climate change, not reduce. A significant flood event will occur at some point so avoiding large developments is sensible. Preventing flooding elsewhere seems to need a holistic approach covering multiple areas such as: improve existing land drainage (less open empty fields, more trees/hedges etc), unblock all drainage ditches, avoid building more concrete jungles - insist on more open spaces with grass/trees on new build estates.
