Existing highway and infrastructure is already over capacity in Rayleigh, Rochford and nearby Southend. Any development must provide mitigation against its impact. If it cannot achieve nil detriment, particularly in highway terms, then it must not be permitted.

Option SH1 - SH5

"The Core Strategy Submission Document states that the infrastructure required to be implemented alongside this site are: Local highway capacity and infrastructure improvements, public transport service and infrastructure enhancements, links and enhancements to pedestrian, cycling and bridleway networks, and Sustainable Drainage Systems." These highway and infrastructure improvements MUST include proper and transparent traffic modelling of the effects on Rayleigh and Hockley town centres with appropriate congestion mitigation measures being implemented as part of any planning permission. There must be nil detriment to the highway infrastructure in the town centres since they are already over capacity and must not be allowed to get worse. I have strong concern regarding the B1013 route through Hockley and Rayleigh and their town centres which are already well over their highway capacity at peak times.


The argument that taking this green belt for housing would have the advantage of providing a strong, defensible green belt boundary is illogical. The existing boundary could easily have been defended if it was expedient to do so.
