1. Fencing around car parks is important i.e the potential consolidated Co-op parking
2. Public car parking/potential consolidated Co-op parking should preferably be shut when the shop closes and secured by a gate
3. The alleyway from Evelyn Road to Meadow Way is not well ised and it is a hot spot for youths. It was created as a short cut to the centre of Hockley. It is wide enough for mopeds.
4. There are problems with groups of youths congregating along Spa Road.
5. The provision of alleyways should be avoided.
6. The existing pedestrain link from the station taxi area to Spa Road is not so much of an issue. It is not well known.
7. Damage to proposed trees would be an issue.

These comments are formulated in discussion with the RDC Community Safety Team and Essex Police (Rochford), Neighbourhood Specialist Officer.

Representation Summary:

1. The proposed link through the green space to the side of the Church raises concerns of youths congregating. There is potential for gates to lock/secure teh area. The area should be open plan so that there is nowhere to hide/nothing to hide behind. There should not be any benches as this may emcourage people to congregate there. Natural surveillance is important. There should be a condition/policy etc. stating that there should be no teen shelter or benches etc. You would need to be able to see from one side to the other. Some trees may need to be thinned back.
2. Footpath alongside Eldon Way is a current concern. Proper fencing is needed, there are holes on the Eldon Way side which people can climb through although there are different land levels. Who owns footpath? ECC? Hockley Parish Council? Is there potential to close this route?
3. Improve lighting.
4. Link from Eldon Way to train station, would be an issue of youths congregating or using it as a cut through or escape route, not an open, direct route which raises safety concerns etc.

5. CCTV on top of buildings can act as a deterrent for youths hanging around.They need to be high up so they can't be damaged.Maybe tehre could be a precondition for businesses to have their own CCTV.
6. Leisure uses could encourage youths to teh area. Mix of leisure and industrial uses are ok as long as teh units are secure. (See example Festival Leisure Pk,mixed uses)
7. Area needs to be accessible for Police, have CCTV, be well lit and managed.

9. Proposed route from Spa Road north to Eldon Way needs to be visible from Spa Rd - see right throigh. CCTV should also be pointed in right direction e.g on top of retail units to deter youths from gathering. Need to be able to see what people are doing.
10.Would there be drinking premises there?
11.First flr flats above retails units leading onto leisure facilities may cause an issue with noise nuisance.Should NOT be an off licence below etc. Restaurants - good idea because of evening use and provide natural surveillance.
12. Maybe an issue with empty retail units as in other areas which can attract vandalism and flats above can be an issue
13. Undercroft parking to South side of Spa Road may encourage youths to gather if no cars are parked there. A single storey building would be better.

1) Like the long stretch of buildings from Spa Rd north to Eldon Way-nowhere to hide. Rest with offices above-preferable.
2)More open area in these options are better because you can see from end to end.
3)Maybe an issue with the road to the south of the consolidated leisure uses leading to parking behind retail/office units.Maybe a problem with youths.If car park can be closed/locked when offices closed at night then ok.
4)No to option 3-dislike the housing and less leisure space.
5)Should not be any houses on the green space by the Church.
6)Houses to the north of the railway line are ok.
7)People congregating outside the supermarket is an issue.
8)Would there be an issue with the proposal to the rear of the indian restaurant?
9)Direct access from the new station car park to Eldon Way (north to south) would be preferable to the route through the foundry.
