Notwithstanding the above, we think that it would have been helpful for the Issues and Options document to have included in the main body of text, a summary of the sustainability effects of each of the different options in terms of their impacts on the social, economic and environmental baselines. The authority should consider, in submitting the final DPD, creating a clear 'audit trail' between the SA report and the JAAP.

If the environmental information in the tables that accompany each 'Scenario' is drawn from the SA then this needs to be made more explicit.
At submission, the Authority will need to demonstrate that the plan and policies represent the most appropriate response in all the circumstances, having considered all relevant alternatives, and that they are founded on a robust and credible evidence base. These are important soundness tests.

Consideration should be given to reducing the amount of repetition when in due course the Submission Plan is prepared. This ought to be fairly straightforward to achieve, given that the emphasis should then be on the strategy being proposed with only brief references being made to the options/scenarios that have been discounted.

Whilst a statement is made in the JAAP document to the effect that the strategy will be deliverable, we are concerned especially in relation to whether some of the proposals in the High Growth option are realistic and therefore capable of being implemented given the constraints that exist. Paragraph 4.36 of PPS 12 states that a Core Strategy (or other Development Plan document: 'Must be the most appropriate strategy when considered against the reasonable alternatives."

Only a very brief reference is made in the document to the relationship between potential Southend Airport expansion plans with the issues outlined in the Future of Air Transport White Paper. The text in the JAAP states that whilst the White Paper acknowledges the role smaller airports have to play in the future provision of airport capacity, environmental consequences need to be considered and there is a need to find a sustainable way forward.

The JAAP should perhaps seek to establish the actual environmental capacity that in fact exists at this location and therefore allows for a defined level of growth, linked to the regeneration of the airport, rather than putting forward at least one option that seeks to optimise and maximise the airport's economic and development potential in full recognition of certain adverse environmental consequences.

Whilst it is suggested in the JAAP that the high growth option would release funds for the mitigation of some environmental impacts and allow environmental improvements to occur, there are some impacts that cannot so easily be overcome, if indeed they can be overcome at all.
