Each settlement has its own character and this must be considered. Community resources need to be prioritised so that there is social cohesion where building developments are planned. This is costly eg mill hall rayleigh (very necessary)
Council planning is required, not handouts from developers where the principle aim is to show case properties for sale. When the properties are sold, we the community are left with the social problems and traffic congestion and pollution.

if you do not consider the District as a whole you fail to acknowledge the interdependency in particular with regard to road access anything you do East of Rayleigh impacts on traffic through the town which is already frequently gridlocked so consideration should be given to impact to other parts of the District therefore I believe you cannot have separate visions in isolation.
