Yes, as each settlement has its own problems discrete visions are appropriate.
As an example Rayleigh has recently lost large areas of green belt land while having pre-existing severe traffic congestion, lack of open space and history of air pollution.
Although preserving green belt land is a top priority other settlements do not have the same constraints.
