not enough thought given to traffic management in and arround the High Street
There is no mention here of a scheme to improve the flow of traffic through Crown Hill into the High Street and onto Eastwood Road. This would entail
1) a set of synhronised lights that link all the junctions. Crown Hill/ High Street Eastwood Road/High St High Street onwards to the High Road
2) the inclusion in the light phasing of the Pelican Crossings in the High Street (by the Spread Eagle) and Eastwood Road
3) The conversion of the zebra crossings at Crown Hill and High St (opposite Funeral directors) into Pelicans included in the phasing
4) allow right turn into Love lane and proioritise traffic into Spring gardens and Ridgeway to create a westerly by-pass
5) Love lane by the School should be one way northerly
6) create a feeder lane and synchronised lights to allow exist London Hill/Church St into the High street?Hockley Road to create an easterly by-pass

Rayleigh Town Council advises that the ' Removal of formal pedestrian crossings and replacement with a greater number of informal crossing points along key desire lines.' is potentially dangerous. The shared space concept seems to work in Holland but has been proven to be dangerous in Britain eg Southend Seafront and Victoria Circus.
This the consolidated view of the 23 members of Rayleigh Town Council

Total costs of this plan are shown in Table1 as approx £4.5million. To be effective the plan should have delivery partners who are signed up to it. There is no evidence that this is the case.
