Improving traffic flow at Hockley Spa is essential and should take precedence over further attempts to make Hockley look pretty. The shared space option for such a busy junction in an area noted for it's boy racers is simply creating a safety hazard. Timid drivers will slow following traffic to a crawl and queues will be no shorter - more agressive drivers are likly to kill someone. More lanes in the first option plan makes sense. However you should also introduce pelican crossing lights to regulate the flow of pedestrians crossing the road outside Potters. The later is more important for the movement of more ponderous vehicles such as laden trucks and buses as they need to gather speed slowly and a 'dribble' of pedestrians often darting onto the crossing can make for stop start traffic and a potentially sharp braking /jolting stop for us bus passengers. Finally, the biggest hazard in Hockley is created by buses being unable to pull in to the side of the road outside 'Alldays' with a crazy combination of cars trying to turn right coming out of the Co-op car park whilst others overtake the bus. Fix this before making the carpark bigger please!

i like the idea of the shared surface at the roundabout. i dont like the on-street parking idea, although you are right that the retaining wall in front of barclays needs to be removed.

Transport Options. The proposed modified roundabout would improve the situation but from schemes I have experienced of shared junctions I believe they are dangerous and should not be considered at this busy intersection. Consideration should be given to include and replace the Indian restaurant area and the shop opposite Walton & Stanton's to bring the building line back from the road for Spa Junction improvements. The shops opposite Walton & Stanton's should be replaced with homes not shops and should be accessed only from Woodlands Road. This junction should be replaced with modern computer controlled traffic lights with additional lanes. The access to the Southend Road car park should only be taken from Woodlands Road. The creation of a new parking area on the south side of the train station, for weekday commuters is a good idea but I do not believe it will be used by weekend shoppers. The vehicular drop-off and pick-up points should not be in the car park but at the station. Maybe the seating area at the side of Kilnfield House could be utilized. I believe the new northern entrance to the train station is also a good idea. I do not believe the parallel parking proposals are practical and the width of Spa Road should not reduce with trees planted close to shops. I believe the new northern entrance to the train station is also a good idea. If the sorting office area was used the Junction of Eldon Way and Spa Road should be widened with a roundabout and Eldon way should be used to access a new free shopping car park.

8. Transport options.

The proposals for improving traffic flow at the Spa roundabout are likely to have only a small impact. A shared surface on a busy road with some motorists currently not knowing who has the right of way on a roundabout or a Zebra Crossing will increase accidents.
As noted some of the suggestions could make small improvements. Prohibiting (and enforcing) lorries from delivering between 7 a.m. and 7 p.m.; restricting the refuse trucks to travelling along Southend Road and Main Road outside of the rush hour and school run; extending and enforcing parking restrictions on main roads would all make small improvements.
Use of 'No Right Turn' signs could help a little e.g., out of Woodlands Road, and into Spa Road from Southend (use Great Eastern Road -as many already do).
Filtering traffic from Rayleigh that turns left at the Spa Roundabout earlier could make a big impact.
It is unfortunate that the approach to the Spa roundabout is insufficient to allow a one way flyover from the Rayleigh direction.
Meaningful options cannot be suggested without a traffic analysis e.g. problems may arise at certain times only.

A traffic survey is required to analyse traffic at the SPA roundabout before deciding the best solution. However, I do not think a 'shared surface' should be placed at the junction of 3 already busy roads. Additional parking in the village is to be welcomed, but there is insufficient space to provide echelon parking along Spa Road. Any changes at the station must include provision for short stay pick up and for taxis. Any plan must give consideration to deliveries especially to the larger retail units.

Whilst I recognise the problems at the SPA roundabout are difficult at certain times of the day I think the council needs to understand more about where traffic is coming from and going to and at what times before it can make an informed decision on what to do. I am not convinced that adding 'slip lanes' at the roundabout will improve traffic flow as much of the traffic seems to 'cross' either from the Hawkwell direction into Spa Road or from Spa road heading to Rayleigh. Much of the problem in my opinion is caused because drivers are unsure how to negotiate mini roundabouts! If space could be found, perhaps a more traditional roundabout would be better. The proposal for a 'shared surface' at the SPA is not applicable given the volume and type of traffic approaching from the 3 major roads, particularly as there is no other traffic calming in place. However, it could be acceptable to place table top crossings in Woodlands road and on Bramerton road where it meets Spa Road. Traditional Zebra crossings should be retained or added on the major roads. Although there is concern that their placement close to the roundabout causes congestion it also provides a break in traffic for vehicles trying to turn. If the proposed pathway by the church is included then the crossing by the Spa pub will need to be moved to join it with the health centre and car park.
I welcome the proposals for additional parking within the centre of the village but I do not believe that the road width will permit the use of echelon parking. A large car park accessed via Eldon Way with a footpath through to the shops seems a good solution
The proposals to change the roundabout and limit associated parking will on be viable if the additional parking is provided and it includes short stay provision and space for taxis.
Consideration must be given in any option to accomodating deliveries, especially to the larger retail outlets. At present lorries delivering to the Co-op/Somerfield store have great difficulty manouvering and this can cause disruption to other traffic.

Please remember the turning circle of Heavy Goods Vehicles from Southend into Spar Road need a lot of room to turn quickly

I wish to register the following objections and comments regarding the above consultation:

Option 1: Object: Insufficient benefits. Although the majority of residents do not want major redevelopment of Hockley centre, Option 1 would be a wasted opportunity to incorporate potential improvements to retail, housing, businesses, healthcare, leisure, parking and road networks without affecting the character of the village.


Option 2: Support but with enhancements. Benefits over Option 1 include:
Retains the village character of Hockley but with some opportunity for retail, housing (including affordable housing), business and leisure development
Provides flexible employment opportunities
Provides additional on and off-street parking in Spa Road, Eldon Way and at Hockley Station (including improved pick-up/drop-off points)
Removal of the first industrial building in Eldon Way allows development of a good size parking area accessed from Eldon Way (safer than current Spa Road entrance/exit), plus modernised office, light industry and leisure facilities. The car park would be suitable for shoppers and staff in Spa Road and Main Road, allowing the car park behind the library to be used primarily for the new community centre and other establishments in Southend Road such as the Old Fire Station and the Catholic Church
Provides consolidated and new leisure facilities in Eldon Way with improved safety features
Provides improved links from Spa Road to Eldon Way, from Spa Road to Southend Road, and from Hockley Station to Eldon Way
Provides new community centre incorporating healthcare and library
Provides the opportunity to change retail units in Main Road to housing, subject to retail performance

Possible enhancements to Option 2 include:
Modernised single storey retail units at 34-40 Spa Road
Relocation of the clinic into the proposed new healthcare centre allowing development of new homes on the current clinic site
Relocation of post collection to the post office allowing development of new homes or retail or a combination of both at the current sorting office site
Some housing development close to Hockley Station

Issues with Option 2 include:
Insufficient improvements at the Spa roundabout to support both HAAP and the Core Strategy
The funding challenge without the support of major housing and supermarket developments:
Public realm improvements
Additional on and off-street parking which is essential to support retail outlets
Removal of first industrial building in Eldon Way to allow developments
Development of the new community centre
The necessary support from landowners
Disruption to shops, businesses, services and traffic flow during development


Option 2a: Object: Similar benefits (and issues) as Option 2 but inappropriate changes including:
Flats above modernised retail units at 34-40 Spa Road would create a 2 storey facility which is not feasible due to the proximity of the houses behind
Disruption to shops and services for a long period during the redevelopment of the supermarket and sorting office area. Shoppers would have to shop outside of Hockley and may not return. Older residents and non-drivers would not be able to cope




Options 3: Object: Over development and inappropriate changes. Option 3 involves major redevelopment in both the shopping and industrial areas, including development of 149 homes and a large supermarket, and is not appropriate for the following reasons:
It changes the character of the village to that of a small town
Inadequate infrastructure to support 149 new homes (and associated vehicles) in terms of school places, healthcare provision, community services, utilities provision, and road networks
Housing includes 80 homes on Eldon Way Industrial Estate against the wishes of local residents and creates additional traffic in Eldon Way
There would be a loss of 2 large Industrial/leisure buildings on Eldon Way Industrial Estate for housing
The large supermarket does not have adequate space for parking and shoppers would have to take trolleys to new parking areas at Hockley station which is not practical and would drive shoppers to supermarkets outside the village that have adjacent on-site parking facilities
Small local shops would not be able to compete with a large supermarket
The sorting office would be taken away and probably combined with Southend or Chelmsford
There would be a disruption to shops and services for a long period during the construction of the supermarket. Shoppers would have to shop outside of Hockley during this period and may not return. Older residents and non-drivers would not be able to cope


Option 3a: Object: Over development and inappropriate changes. Option 3a has similar issues to Option 3 except that the 80 homes on Eldon Way are replaced by 40 homes at the railway sidings and car park in Plumberow Avenue. Although this alternative retains the 2 large Industrial buildings on Eldon Way, there are further issues of additional traffic at Plumberow traffic lights, and homes close to the railway line.

Insufficient attention has been paid to these key requirements.

Option 2a: Object: Inappropriate changes and missed opportunities.

Options 3: Object: Inappropriate changes and over development.

Added on-street parallel parking in Spa Road and pick-up/drop-off points both sides of Hockley Station

Redevelop shops on Southside of Main Road, opposite Potters, to remove 'pinch -point' on B1013
Change from retail to housing at Costcutters Parade of shops
Modernised retail units with 4 flats above Seemore Glass
Modernised retail units with 2 added retail units at Factory Shop/Car park area (to remain single storey)
Redevelop Co-Op Undertakers etc and extend to join existing shops either side, removing access roads creating additional Retail
Community centre with library/health centre/shops at current library location with 13 flats and 2 retail units
2 large format retail units in Eldon Way (delete from proposals)
Replacement of one industrial building with light industry/ offices/ parking square on Eldon Way
Retail unit near station in Spa Road replaced by house
