Representation Summary:

Hockley badly lacks any real sort of central 'town square' or any public area where pedestrians can sit away from traffic. I support Spatial Option 3 which goes some way to remedying this. There is also a need for a supermarket of larger size than the existing premises. The Eldon Way trading estate is a real eyesore and contains too much wasted space.

Measures to improve the traffic flows at the Spa roundabout are long overdue. The proposals at para 8 look eminently sensible and attractive - but not the further option of a shared surface with equal pedestrian/vehicle priority. I am too old to cope with changes like that.

I feel that the industrial area is very badly in need of a make over. This would make a suitable place for houses and extra shops being near all amenities. It would provide an opportunity for enlightened landscaping; the photograph of option 3 makes the village centre look much more attractive.

HAAP Consultation January 2011

I wish to register the following objections regarding the above consultation:

Chapter 4. Overarching Frame work: Object: Previous consultations have made clear that highways infrastructure improvements to the key junctions at: Spa roundabout; Eldon Way; Station Approach and Plumberow need to be determined as a precursor to any redevelopment. Insufficient attention has been paid to these key requirements.

Option 1: Object: Insufficient benefits.

Option 2a: Object: Inappropriate changes and missed opportunities.

Options 3: Object: Inappropriate changes and over development.

Options 3a: Object: Inappropriate changes and over development.

Chapter 8. Transport options: Object: Previous consultations have made clear that highways infrastructure improvements to the key junctions at: Spa roundabout; Eldon Way; Station Approach and Plumberow need to be determined as a precursor to any redevelopment. Insufficient attention has been paid to these key requirements and the sketch proposals provided have not been researched and may not be viable.

Option 2: Object: This option forms the basis of an appropriate plan but does not go far enough but support an enhanced version as follows (changes in italics):

Roads (key priority and subject to viability confirmation)

Improvements to Spa Roundabout e.g. Slip lanes or Table top crossing
Improvements to Eldon Way, Station Approach, and Plumberow junctions

Parking:

Added/Consolidated parking square behind shops on west side of Spa Road reached via Eldon Way and (if possible) Bramerton Rd
Added on-street parallel parking in Spa Road and pick-up/drop-off points both sides of Hockley Station

Building changes

Redevelop shops on Southside of Main Road, opposite Potters, to remove 'pinch -point' on B1013
Change from retail to housing at Costcutters Parade of shops
Modernised retail units with 4 flats above Seemore Glass
Modernised retail units with 2 added retail units at Factory Shop/Car park area (to remain single storey)
Redevelop Co-Op Undertakers etc and extend to join existing shops either side, removing access roads creating additional Retail
Community centre with library/health centre/shops at current library location with 13 flats and 2 retail units
2 large format retail units in Eldon Way (delete from proposals)
Replacement of one industrial building with light industry/ offices/ parking square on Eldon Way
Retail unit near station in Spa Road replaced by house
Housing on north side of Station along Plumberow Ave, to include railway drop-off point
Retail option (possibly a market) to be considered for Sorting Office site
Options for undeveloped portion of Foundry Estate to be considered.

General

Enhanced station frontage & Pedestrian link to Eldon Way (but care re safety considerations)
Enhanced shop fronts, paving and streetscape Spa Road / Main Road / Southend Road
Improved safety, consolidated and new leisure space on Eldon Way
Flexible employment opportunities, enhanced frontages to leisure/other buildings on Eldon Way
New link through Catholic Church from Spa Road to Southend Road

I do not necessarily agree with the suggestion regarding the Spa Roundabout. Slip roads would probably exacerbate the situation. At a busy time the only entrance to the roundabout that can be frustrating to motorists is from Woodlands. There is a benefit to this in that the known difficulty curtails/stops 'rat' running. The rest of the roundabout runs smoothly during busy times.

Respondent: Mr Greg Walker

Representation Summary:

The level of intervention is high and proposes a number of offices which appear surplus to requirements, especially given the vacant offices at foundry park and the spa roundabout.

The housing proposed in option 3 seems a good idea and would make use of which is not well utilised currently.

A huge leisure complex is not wanted or needed and would take away from the village feel of Hockley.

Full text:

Again Alldays is mentioned, does this include the other shops next to it? If so it should be stated.

The business issues outlined in Option 2 present again in this option, with little solution. We could only be located in our current position or the unit immediately next to us to ensure that we have the same level of footfall which is crucial to our business. We cannot see how this could be achieved without any break in our business given that the re-design would have to be so significant.

We are in favour of the increased housing presented in this model, but would prefer for it to be incorporated into option 2a for reasons as stated above.

It is our understanding that there are several offices on the Foundry business Park and on the Spa roundabout which remain unused. We therefore cannot see the benefit of creating more office space within the town centre, especially where this can be more usefully utilised for housing or retail units. We also feel that this detracts from the village feel referenced throughout the HAAP.

Option 3a - Comments as above. Whilst it would be nice to have some leisure facilities within Hockley, these can be incorporated into a smaller consolidated site as suggested above (and as proposed in option 3). Moving to a leisure park type arrangement would affect the village feel of the area. The last thing we need here is a Bas Vegas equivalent.

The Options proposed overleaf seem a sensible and practical proposal that enhances many aspects of the village/town without removing its identity. Lets just have it tidied up and presentable and done.

Representation Summary:

The plan appears to show that the present leisure facilities will be replaced by houses and flats. These facilities - Monkey Business and CJ Bowling, are very popular. They serve not only Hockley, but the surrounding towns, and can be easily accessed by foot and public transport. Moving them to Southend would deprive the local community of these much needed and used facilities. Also, the recently-opened youth centre will have to be moved, creating yet more expense. There is a similar problem with the recently refurbished co-operative supermarket, and the newly opened funeral parlour in the Alldays building.
