Overarching Frame work: Object: Previous consultations have made clear that highways infrastructure improvements to the key junctions at: Spa roundabout; Eldon Way; Station Approach and Plumberow need to be determined as a precursor to any redevelopment. Insufficient attention has been paid to these key requirements.

I wish to strongly raise an objection to the changes concerning Seemore Glass, in respect of the remodernisation and four flats above. Seemore Glass is a family run business and has been established in Hockley for over 45 years, we have a fantastic reputation in hockley and most of our work comes from recommendations. I feel you have not given any consideration to businesses such as mine and the impact of your proposals to me personally and the customers in hockley and the surrounding areas that we provide an excellent service to. I strongly object to this proposal and in this day and the current climate which we are in feel you putting added stress and worry to us small business owners.

Chapter 4. Overarching Frame work: Object: Previous consultations have made clear that highways infrastructure improvements to the key junctions at: Spa roundabout; Eldon Way; Station Approach and Plumberow need to be determined as a precursor to any redevelopment. Insufficient attention has been paid to these key requirements.

Option 2a: Object: Similar benefits (and issues) as Option 2 but inappropriate changes including:
Flats above modernised retail units at 34-40 Spa Road would create a 2 storey facility which is not feasible due to the proximity of the houses behind
Disruption to shops and services for a long period during the redevelopment of the supermarket and sorting office area. Shoppers would have to shop outside of Hockley and may not return. Older residents and non-drivers would not be able to cope




Options 3: Object: Over development and inappropriate changes. Option 3 involves major redevelopment in both the shopping and industrial areas, including development of 149 homes and a large supermarket, and is not appropriate for the following reasons:
It changes the character of the village to that of a small town
Inadequate infrastructure to support 149 new homes (and associated vehicles) in terms of school places, healthcare provision, community services, utilities provision, and road networks
Housing includes 80 homes on Eldon Way Industrial Estate against the wishes of local residents and creates additional traffic in Eldon Way
There would be a loss of 2 large Industrial/leisure buildings on Eldon Way Industrial Estate for housing
The large supermarket does not have adequate space for parking and shoppers would have to take trolleys to new parking areas at Hockley station which is not practical and would drive shoppers to supermarkets outside the village that have adjacent on-site parking facilities
Small local shops would not be able to compete with a large supermarket
The sorting office would be taken away and probably combined with Southend or Chelmsford
There would be a disruption to shops and services for a long period during the construction of the supermarket. Shoppers would have to shop outside of Hockley during this period and may not return. Older residents and non-drivers would not be able to cope


Option 3a: Object: Over development and inappropriate changes. Option 3a has similar issues to Option 3 except that the 80 homes on Eldon Way are replaced by 40 homes at the railway sidings and car park in Plumberow Avenue. Although this alternative retains the 2 large Industrial buildings on Eldon Way, there are further issues of additional traffic at Plumberow traffic lights, and homes close to the railway line.


Transport options: Object: Insufficient Highways infrastructure improvements to the key junctions at Spa roundabout, Eldon Way, Station Approach and Plumberow Avenue which need to be determined and in place prior to HAAP or Core Strategy implementation.

I remember when Tesco's was built and permission for Nestuda Way granted, we were told that this would alleviate traffic travelling through Hockley as it would remain on the A127 and exit at the Tesco Junction for Rochford Ashingdon etc. I accept that we need evoulution in Hockley but just building so many new houses with the increasing traffic it will bring dosen't seem sensible.

To just replace the Coop funeral parlour and not the other single story buildings in this are does not make sense. Additional offices are not required as there are empty units on the Foundry Estate. Existing shops should not be turned into homes. The proposed redevelopment of the existing library and health centre to provide a new combined community centre with library and health facilities should not be squeezed into the area allocated and should not include shops in this area. Consideration should be given to include and replace the Indian restaurant area and the shop opposite Walton & Stanton's to bring the building line back from the road for Spa Junction improvements. This junction should be replaced with modern computer controlled traffic lights with additional lanes. The access to the car park should be taken from Woodlands Road. A new home on Spa Road, close to the train station is unnecessary. The creation of a new parking area on the south side of the train station, for weekday commuters is a good idea but we do not believe it will be used by weekend shoppers. The vehicular drop-off and pick-up points should not be in the car park but at the station. Maybe the seating area at the side of Kilnfield House could be utilized. We do not believe the parallel parking proposals are practical and the width of Spa Road should not reduce with trees planted close to shops. Potters parking should not be changed especially as parking for flats would be necessary. If a green link walk way was created through the churchyard a crossing should be provided to cross Southend Road at its end.

In response to the RDC Hockley Area Action Plan 2 we have put together our thoughts to these proposals in line with your online numbering system:

1) We would like to retain the village feel but would also like to see some gradual improvements to the village centre. We can not support any of the five proposals but would like to see some of the improvements included within them.

2) We are not against studies but this is the second major study on this subject and each one adds cost to our council tax.

3) Producing a heavy weight document that prevented printing and general distribution and expecting the public to fill in a complicated online response for a second time is an unfair method of consultation. We believe the public now have consultation fatigue and will not respond in sufficient numbers.

4) One of the obvious locations for improvement is the Foundry Estate that is missing from the list.

5) Option 1. This appears to replace existing single story shops near the Factory Shop with single story shops. We believe a recent proposal to use the Factory Shop car park for a takeaway food outlet has already been turned down in the planning stage. We do not believe the parking proposals are practical and the width of Spa Road should not reduce with trees planted close to shops. We do not believe table top crossings are a good idea. They will certainly not solve the traffic issues.

Option 2a. We do not like the look of the proposed new shops and flats. They look like a bland row of characterless council homes. The sorting office area should not be used unless a replacement is built first, as we should not loose jobs unnecessarily. If the sorting office area was used the Junction of Eldon Way and Spa Road should be widened with a roundabout and Eldon way should be used to access a new free shopping car park. This also appears to replace existing single story shops near the Factory Shop with single story shops. We believe a recent proposal to use the Factory Shop car park for a takeaway food outlet has already been turned down in the planning stage. Something should be included to replace the Foundry area. The area from Walton & Stanton's to Harrison's restaurant should also be replaced and additional parking provided.


7) Option 3. To replace the relatively modern building opposite Potters that appears to be in current use makes no sense.
The proposed redevelopment of the existing library and health centre to provide a new combined community centre with library and health facilities should not be squeezed into the area allocated and should not include shops in this area. Consideration should be given to include and replace the Indian restaurant area and the shop opposite Walton & Stanton's to bring the building line back from the road for Spa Junction improvements. We cannot find the proposed replacement of poor quality building on Southend Road, with retail and homes to the rear. Option 3a. The new housing is provided to the north of the railway line, along Plumberow Avenue is a good idea but it would increase the traffic at the junction with Greensward Lane. We believe the new northern entrance to the train station is also a good idea.

9) Funding & Delivery. In the current financial climate we believe this kind of development will not happen. There seems be little demand for new shops and offices and even the demand for homes is hampered by the restrictions on mortgages. Any new developments would have to be carried out by a major developer who would need to pay for any infrastructure required.

10) It took one of our members over 6 hours to make my online response to this document. This is not a fair way for the public to respond especially as this is the second consultation on this subject. We believe the public now have consultation fatigue and will not respond in sufficient numbers to get a realistic opinion.

I recognise there is a need for housing, especially affordable housing, but when developers put in housing, where are the roads and the services to go with them? I worked in Benfleet for 17 years and I always tried to avoid being on the Hockley Road between 4.30 - 6.30 p.m. There is only one road from Rayleigh - Hockley and if a lorry is parked, or a car breaks down the traffic does not move. With a new development proposed in Rochford the situation will only get worse, another 500-600 houses, with a knock on effect of up to 1000 additional vehicles. The position has eased a little with the arrival of Cherry Orchard Lane, but it's common sense to know that the planned development in Rochford will have an effect on the Hockley Road.

Of the three options I would favour Option 1. I have lived in Hockley for 24 years, our three children grew up here. I love living in Hockley and would hate to see it change drastically. It is a friendly place, when you walk to "the village" (it is still widely known as "the village") people say "good morning" to each other. I am not saying it's perfect, no place is, but it would be sad to see it develop into a larger town.

I worked in Benfleet for 17 years and I always tried to avoid being on the Hockley Road between 4.30 - 6.30 p.m. There is only one road from Rayleigh - Hockley and if a lorry is parked, or a car breaks down the traffic does not move. With a new development proposed in Rochford the situation will only get worse, another 500-600 houses, with a knock on effect of up to 1000 additional vehicles. The position has eased a little with the arrival of Cherry Orchard Lane, but it's common sense to know that the planned development in Rochford will have an effect on the Hockley Road.

Option 1: Support.
Of the three options I would favour Option 1. I have lived in Hockley for 24 years, our three children grew up here. I love living in Hockley and would hate to see it change drastically. It is a friendly place, when you walk to "the village" (it is still widely known as "the village") people say "good morning" to each other. I am not saying it's perfect, no place is, but it would be sad to see it develop into a larger town.

Options 2, 2a, 3 and 3a: Object due to inadequate highways infrastructure.
I recognise there is a need for housing, especially affordable housing, but when developers put in housing, where are the roads and the services to go with them? In response to the RDC Hockley Area Action Plan 2 please find my thoughts on these proposals in line with your online numbering system:

1) I would like to retain the village feel but would also like to see some gradual improvements to the village centre. I can not support any of the five proposals but would like to see some of the improvements included within them.

2) I am not against studies but this is the second major study on this subject and each one adds cost to our council tax.

3) Producing a heavy weight document that prevented printing and general distribution and expecting the public to fill in a complicated online response for a second time is an unfair method of consultation. I believe the public now have consultation fatigue and will not respond in sufficient numbers.

4) One of the obvious locations for improvement is the Foundry Estate that is missing from the list.

5) Option 1. This appears to replace existing single story shops near the Factory Shop with single story shops. I believe a recent proposal to use the Factory Shop car park for a takeaway food outlet has already been turned down in the planning stage. I do not believe the parking proposals are practical and the width of Spa Road should not reduce with trees planted close to shops. I do not believe table top crossings are a good idea. They will certainly not solve the traffic issues.

Option 2a. I do not like the look of the proposed new shops and flats. They look like a bland row of characterless council homes. The sorting office area should not be used unless a replacement is built first, as we should not loose jobs unnecessarily. If the sorting office area was used the Junction of Eldon Way and Spa Road should be widened with a roundabout and Eldon way should be used to access a new free shopping car park. This also appears to replace existing single story shops near the Factory Shop with single story shops. I believe a recent proposal to use the Factory Shop car park for a takeaway food outlet has already been turned down in the planning stage. Something should be included to replace the Foundry area. The area from Walton & Stanton's to Harrison's restaurant should also be replaced and additional parking provided.




7) Option 3. To replace the relatively modern building opposite Potters that appears to be in current use makes no sense.
The proposed redevelopment of the existing library and health centre to provide a new combined community centre with library and health facilities should not be squeezed into the area allocated and should not include shops in this area. Consideration should be given to include and replace the Indian restaurant area and the shop opposite Walton & Stanton's to bring the building line back from the road for Spa Junction improvements. The shops opposite Walton & Stanton's should be replaced with homes not shops and should be accessed only from Woodlands Road. This junction should be replaced with modern computer controlled traffic lights with additional lanes. The access to the car park should only be taken from Woodlands Road. I cannot find the proposed replacement of poor quality building on Southend Road, with retail and homes to the rear. Additional offices are not required as there are empty units on the Foundry Estate. Existing shops should not be turned into homes. The replacement of the Coop is unnecessary. The shops opposite Walton & Stanton's should be replaced with homes not shops and should be accessed only from Woodlands Road. 10) To expect the public to make my online response to this document is not a fair request especially as this is the second consultation on this subject. I believe the public now have consultation fatigue and will not respond in sufficient numbers to get a realistic opinion.

We do need central parking facilities. If the existing public buildings are enlarged to allow for greater use on the same space, this would reduce the need to extend the space they take up. The same applies to existing shops and business premises. We do not want a huge supermarket. We ought to do everything possible to retain small retail shops to retain some vestige of 'village' atmosphere. We need car parks; since many residents are replacing gardens with paved fore-courts the existing green belt/woods are even more important; the leisure area for instance in Hawkwell, would be good as a children's playground in Hockley; more seats in the High Street would encourage shoppers; traffic lights instead of the roundabout at Spa Road would make it much safer and pedestrian crossings now are too near the roundabouts, roads like Oak Walk need double yellow lines at their access on the main road - people forget the Highway Code and park dangerously; the community centre enlarged in the library and library enlarged, would be central and make them an accessible focus for young as well as old people having meals there. A few high rise flats could blend in the Hockley town if designed properly (as in Rochford). Siting is all important, the present clinic is near buses, but not near parking. This will help.

With all the cutbacks we are going to suffer its wonderful that there seems to be untold millions of pounds to spend on so called improvements to Hockley. Improvements that the majority of residents do not want.

Who is going to take on all these Retail Units more Charity shops maybe.

How about improving the sidewalks in Hamilton Avenue and the much needed double yellow lines at Plumbrow Primary School.

Clean up graffiti and take care of the rubbish and weeds growing from every crack.

I do not necessarily agree with the suggestion regarding the Spa Roundabout. Slip roads would probably exacerbate the situation. At a busy time the only entrance to the roundabout that can be frustrating to motorists is from Woodlands. There is a benefit to this in that the known difficulty curtails/stops 'rat' running. The rest of the roundabout runs smoothly during busy times.

My family own and run the Fryery at 23-25 Spa Road. My father, Colin Walker, started the business in 1976 when it was situated across the other side of the road. Later he took the opportunity to move to a bigger site in the current location. I have since taken over management of the Fryery and developed the business further, to move with the times and accommodate the needs and wishes of customers within Hockley.

We are therefore a well established business which has earned its place in Hockley. For many people, especially the older community, we are a key part of their regular routine, having provided their food for many years. We have recently developed a delivery service which our customers' feedback as being invaluable especially for those with mobility issues who may otherwise be restricted to meals on wheels etc.

My fiancé and I moved into Hockley in 2010 to ensure that we could be close to our business in the anticipation that we would be running it for many more years. We therefore have an interest in the HAAP as business owners and local residents.

We provide employment opportunities within the area and have a mix of full time and part time employees. We often employ young people in their first job, instilling a local work ethos at a young age and preventing anti-social behaviour which often occurs without meaningful activity.

My Parents are the freeholders of the building and own two thirds of the car park. Our shop was built circa 1920 and actually pre-dates the shops on the other side which are quoted within the document as being 'Victorian'.

On page 16 you state that properties to be protected could include 14-22 Spa Road. We do not agree that these are historic or maintain the areas character. At best they are run down and would benefit from being included within the HAAP plans/proposals. You have proposed that our premises should be replaced yet give no consideration to its age or historic significance.

Option 1 - Whilst this has no impact on our business we can see that there is little benefit in terms of meeting the objectives of HAAP.

Option 2 - Replacement of the former Alldays building - does this also include our premises? If so it should be listed. There may be planning issues relating to shops/offices above a chip shop which could mean that we have to relocate.

Whilst we welcome the changes to Hockley we must ensure that our business is safeguarded. We rely on the footfall of the high street and people walking to/from the station. We would no doubt see a major drop in our business should we have to re-locate to another shop without the prime location we have now i.e. along the main road. This could render our business unviable. We would not move to the other side of the road as the properties are now too small for our expanded business and our current location increases custom.

Our frying range which cooks most of our food is bespoke for our current unit. Therefore if we were to move premises there would be a significant cost (of £70k+) incurred to purchase a new range and additional costs for other equipment. We would not be able to have any gap in service as this the only source of income for my father and I. We would also run the risk of losing our trained staff if there were any breaks in their employment.

We are happy to move with the times and develop our business to fall into line with the vision for Hockley. In the right location, we would be able to contribute towards the desired café culture. We could give consideration to becoming a restaurant, with takeaway provision. Any changes to increase the size or opportunities of the business could also create more local employment with us.

Currently we have a sizable car park which is required for our staff and intake of deliveries. We would need something of equivalent size and proximity to our business should we have to re-locate.

We would hope that if the number of takeaways are limited that we would remain, given that we have been part of Hockley for over 30 years. We are currently the only fish and chip shop in the town centre and would hope that, with the proposed changes, restrictions could be put in place preventing another fish and chip shop opening in the centre.

Option 2 only seems to address some issues raised in the report and would not give a consistent feel to the town centre. If you are going to set up a plan for development for the high street it should be wider than 2 small sets of shops. Option 2 would still leave the ugly looking maisonettes above the post office etc which surely is not the look we want for the future?

Option 2a - This appears, with amendments suggested below, to be the best option all round. Given our issues raised for Option 2, Option 2a seems to give scope for some solutions. If we did need to relocate we could see potential to move to one of the new units proposed on the Co-Op site to prevent any break in our business. Relocation costs and appropriate compensation would of course have to be in built into any agreement to move our business. There still may be some planning issues with units being built above our shop but would anticipate advice from RDC about this.

In general Option 2a would be preferred to option 2 as it addresses more issues. The town centre would then have a more consistent feel. However, it does feel as though you are missing out some of the worst shop fronts on the opposite side of the road to ours.

The addition of housing would still be required to increase business within the town centre. We note this option brings 56 new units of accommodation, which should be co-ordinated with any changes to business premises to incentivise business moves/re-locations, offering the attraction of significantly more trade. More housing should be incorporated into this model on the Eldon way site as set out in Option 3. Housing on the railway siding as proposed in option 3a could also be erected. More affordable housing within the area would give opportunities to first time buyers and enable families to move onto larger accommodation if required. Having just moved into Hockley we know that the availability of such housing is scarce.

The changes to Eldon way are welcomed. We would hope that improvements to leisure facilities might help to address the anti-social behaviour issue of youths in Hockley in the evenings. The site of the consolidated leisure facility proposed in option 3a is preferred (shown on this model as O), which would also give scope to increase the number of housing units in line with those set out in option 3. We have concerns regarding a large leisure facility at Eldon way as detailed below and would see that housing would be more beneficial to the area.

The on street parking is welcomed and will increase trade from opportunistic buyers that want to just pop into any business along the high street.

The changes made to the factory shop car park are also seen as beneficial to utilise space that is essentially doing nothing now.

The proposals for site 1 (Potters/Seemore glass) are good and the image shown on page 49 would give a nice balance to the town centre.

The village green seems to have been a key point raised in previous consultations and would create the village feel. This also gives opportunities for the café culture.

Option 3 -

Again Alldays is mentioned, does this include us? If so it should be stated.

The business issues outlined in Option 2 present again in this option, with little solution. We could only be located in our current position or the unit immediately next to us to ensure that we have the same level of footfall which is crucial to our business. We cannot see how this could be achieved without any break in our business given that the re-design would have to be so significant.

We are in favour of the increased housing presented in this model, but would prefer for it to be incorporated into option 2a for reasons as stated above.

It is our understanding that there are several offices on the Foundry business Park and on the Spa roundabout which remain unused. We therefore cannot see the benefit of creating more office space within the town centre, especially where this can be more usefully utilised for housing or retail units. We also feel that this detracts from the village feel referenced throughout the HAAP.

Option 3a - Comments as above. Whilst it would be nice to have some leisure facilities within Hockley, these can be incorporated into a smaller consolidated site as suggested above (and as proposed in option 3). Moving to a leisure park type arrangement would affect the village feel of the area. The last thing we need here is a Bas Vegas equivalent.

Transport Options - In order to ease the traffic congestion problems at Spa road the proposal made on page 59 would appear more suitable. The double lanes in particular would ease traffic at peak times.

Other comments - the footpath down the side of our shop needs to be lit at night. Currently large groups of youths congregate there and cause anti-social behaviour. Lighting could deter their presence and give a feeling of safety to others using the footpath.

In terms of styling we would like to comment that the HAAP document is very long, pitched at a high level and uses jargonistic terms. The models are difficult to follow and compare in the format of the report. Given that this is meant to be a public document for consultation we think it would have been helpful if it had at least an executive summary in plain English to ensure that people have the best chance to understand it. Also to aid understanding we think it would be helpful to the public if you included a list as an appendix of the shops that you refer to, instead of just quoting their numbers.

This has been the cause of much concern to our family and to others within Hockley and it would have been helpful if it had clearly set out your intentions upfront i.e. this is going to lead to a blue print for future development which may or may not happen. It is not something that RDC are looking to implement with a big bang or by compulsory purchase.
