Option KES2

This option is ideally located and can be delivered as part of the proposals for residential development at East Ashingdon. The planning application, which is in the process of being prepared, includes a land parcel which accords with that shown in option KES2 for the school improvements.

An access can be provided off Brays Lane with a bus turning circle to the north of the school buildings. The orientation of the site makes it conveniently located for either new school buildings, new sports pitches or both. The illustrative masterplan has been designed to reflect the school's requirements. It shows the bus turning circle located roughly half way between Brays Lane and the boundary with the school. It is envisaged that a covered walkway will then link the turning circle and the existing buildings. As shown on the illustrative masterplan, this site could accommodate two football pitches on the eastern side, leaving the area between the turning circle and the school buildings for further buildings, if required.

In order to facilitate the residential units proposed for Ashingdon, it is important that 3 ha of land is made available for the expansion of King Edmund School, in order to accommodate the additional children generated by the new housing.

This option would be located to the north of the existing main school buildings and would be seen as an extension to the campus, and would enable access from Brays Lane. However, this option would not follow an existing field boundary to the north and would not create defensible boundaries, contrary to PPG2.

In addition, this option would also conflict with the proposed housing options (EA1, & part of EA3) proposed for East Ashingdon.

The preferred option is KES3 as this would ensure that the expansion to the school is close to the main school buildings, adjacent to existing residential (to the west), follow an existing field boundary and would enable access from Brays Lane.

Suggest a new development in West Rayleigh to accommodate Rochford's housing allocation should be provided in a new village to take advantage from the highway network of A127, A130 and A1245 where all the infrastructure can be provided in a phased manner without compromising existing settlements.
