In general I agree with the criteria. However, I do not see why the site needs to be roughly rectangular. Also I would add that it should have sufficient open space to provide recreation/sports facilities for the children.Also it should be in the centre of the development - in that way people would be coming from all directions rather than all using the same route in and out and therefore causing congestion.
