The White Paper was written before the current fuel 'crisis' and its basic premise - that there will be a growth in air transport - may be wrong. Airlines had already noticed that business travel, especially business in the financial sector, was already in decline with an increase in remote conferencing. The more price sensitive travel (for holidays, for example) may also be affected by higher fuel charges which may last for a long time to come.
