The White Paper was written before the current fuel 'crisis' and its basic premise - that there will be a growth in air transport - may be wrong. Airlines had already noticed that business travel, especially business in the financial sector, was already in decline with an increase in remote conferencing. The more price sensitive travel (for holidays, for example) may also be affected by higher fuel charges which may last for a long time to come.

I agree that the airport is fairly important to the area but I do not believe that we will get sufficient road improvement that would be required for a larger expansion. Even if money was available for major road improvements there is no room for additional roads.

There appears to be little consideration as to the adverse impact on residents and council tax payers. It is all very well glibly referring to employment prospects (probably mostly sourced from outside Rochford) but what about the huge negative impact on our environment. We are 1.5 hours from Heathrow, 1.25 hours from Gatwick and 1 hour from Stansted. What on earth do we need an airport for?

We would also take this opportunity to remind you that as a result of the recent European Court of Justice ruling in relation to the Habitats Directive, Local Planning Authorities are now required to assess whether an Appropriate Assessment (AA), the purpose of which is to assess the impacts of a land-use plan against the conservation objectives of a European Site and to ascertain whether it would adversely affect the integrity of that site, is necessary and to carry out the AA in the preparation of a DPD.

The White Paper Progress Report published in December 2006 also notes the progress made in establishing Southend Airport as a centre of engineering excellence for aircraft maintenance.

The third paragraph should also refer to the East of England Plan and the Regional Economic Strategy references to employment growth and Green Belt reviews.

The policy context is flawed. While it is true that the UK government currently advocates the persuit of short term economic benefits associated with aviation expansion this contradicts the very clear scientific warnings on the long term economic impacts caused by two factors: -
*Rapid climate change
*Peak oil
Recent reports from the NASA Goddard Space Studies Institute warn of rapid sea level rise of up to 5 feet this century. This would deliver a devastating blow to the local economy.
The policy also takes no account of the recent substantial increase in oil prices which undermine the aviation expansion model.
