2.1 and 2.2 appear to have too much residential property. Whatever the balance of shops, flat, houses, community and commercial use, it should comprise of nothing more than a ground floor and a first floor. Two floors is high enough, anything more is 'urban' and overbearing. It is bad practice to site flats over shops.
