-new retail space should not be increased from existing capacity. there are sufficient out of town retail centres nearby. rayleigh and southend also provide sufficient larger town centres.
-new homes must not be built if there is an insufficient infrastructure already in place. current schools, public facilities and transport are already stretched or at overcapacity.
