The JAAP is fatally flawed from the outset in ostensibly (1)inviting a full public consultation inclusive of residents and stakeholders as recommended joint council policy which Southend Council later ignored and (2) Apparently having a pre-determination to select a front-end choice of preferred strategy for high-growth plus runway extension which rendered the consultation meaningless by ignoring the majority respondent view.
