It would be useful to have an overall target for local generation of electricity. To give more local ownership it could be stated what percentage of the current energy used in the district is produced in the district. I suspect that it will be a small percentage say 2% but the plan could then have a target of say doubling that. As well as encouraging existing residential and commercial properties to install renewal energy generation some of the potential development sites could be earmarked solely for solar power.
