As under Q11, the plan could contribute to climate change mitigation by requiring new developments to achieve high standards of energy efficiency, and build in solar electricity generation. On the other hand, wind turbines would put at risk important migratory bird populations. The Essex estuaries lie across an important migratory route for large flocks of overwintering waders and wildfowl.
