The Upper Roach Valley is of huge amenity value to all the surrounding communities, including Southend. It's value depends on its integrity as an attractive and extensive agricultural and wooded landscape without significant visual intrusion from housing or industry. Its value for public amenity is so high that no development should be allowed within the Upper Roach Valley Special Landscape Area. Mere screening of developments would not reduce the damage they would cause. Furthermore, a buffer zone should be required between important wildlife habitats such as Hockley Woods and any new development on the edge of the protected area.
