.I would disagree the order (and implicit priority) of the charter and would in particular put "Conserve and enhance heritage features and local character" first, with "Support the creation of walkable and complete communities..." second. The reference to car reliance should include public transport. In particular the siting of accommodation for the elderly should focus on being walkable from facilities.
In certain parts of towns, particularly Rayleigh, certain roads should be identified as through routes for motor traffic. Other residential areas should be modified to discourage "rat runs" by street furniture and speed limits - to improve the living quality of residents
