Not necessarily, as I think opportunities to fill retail space should be generally supported as less retailers will be in place post Covid. Those with good ideas, fill a gap in the market and have sustainable business plans will prosper.
After appropriate time, retail shops that are unlikely to be restarted can be allowed to be reused as housing , keeping the areas active.
