The whole philosophy is wrong and blinkered. Local housing requirements are brought on by availability of jobs, so any new job opportunities should be being created in areas of the country that have the space and infrastructure to support the additional housing needed. Why doesn't Rochford council arrange some housing offset with a council away from the South East of England, and help jobs and housing in those areas instead. This would alleviate the pressures on an already over populated area of the country.
