All new housing should be developed to maximise use of solar panels and ground source heating - that means houses should be positioned to be able to make the most gain from facing a certain direction. Using low energy and renewable sources is certainly not on this councils agenda. A few token panels on the roof is pretty pathetic in my opinion, lack of charging facilities at flatted developments.
Priority should be given to restrict any windfall development from obscuring neighbouring properties from harnessing energy from renewable sources (no overshadowing should be allowed).
