Rawreth is an area of rural land between Rayleigh (growing westwards), and Wickford (growing eastwards).
Therefore it is not sensible to further develop Rawreth, and undermine the green belt land that seperates Rayleigh from Wickford.
This is exactly how the coalescence of two seperate settlements occurs.
