I'm confused by the notion that this is an 'either/or' situation.
Each development we have its own challenges and some smaller sites, that are additions to existing urban areas, may be suitable for contributions to improvements to existing shared open spaces however my opinion is the best way to deliver net gains for biodiversity are be keeping them at the forefront of each development through on-site delivery.
