100% support this, can believe this wasn't in place years ago. Green energy is not new. Every new build should have green credentials.
Designing house for the future does not have to mean expensive, you just need a developer and associated companies not to be concerned with just making as much money as possible.
There should be a clip on profit on a development, if they sell well, not putting up the price. This can be added to their contact, they can still make a profit, just reasonable, allows them to provide a better future.
