Option 1 definitely, i think this will continue to ensure trade for local businesses from those in the wider community, not within walking distance of the town. The other car parks are underutilised as they charge. Make them free, especially at the weekend, and more people will visit. Also, signs on the approaches showing available space would help people navigate the car parks, not sit and block the traffic hoping a space will be available for free.
