No transport assessment has been undertaken, more houses are envisaged in Hockley Hawkwell and Rochford, all of which are likely to uses the B1013 as an access route - the busiest B-road in Essex. Additionally the HAAP is based only upon central Hockley because of the "stability of the surrounding residential area" - however this statement of RDC has been thrown into confusion by the recent announcement that Bullwood Hall prison is to close, leaving a site the other side of Hockley ripe for development with no plan attached.
