Chapter 2 para.2.3 Hockley Parish Plan 2007 reported locals stressed during consultation that affordable starter homes are provided as part of any new development.

Chapter 3, para. 3.2 Submission DPD (3) Recycle developed land for housing reports "there is a pressing need for housing across Rochford District. District is required to provide 250 new dwellings per annum". This is presumably according to the Regional Spatial Strategy (scheduled to be rescinded at some ungiven date). It may have been imposed by East of England Regional Authority (does it still exist?).
