Do not think any achievable shift will be enough to alieviate the already heavy traffic. If trying to shift, then perhaps the introduction of a bus lane along the a127. Increased bus routes round the area, made obvious to local residents (via leaflets), with clear and cheap pricing scheme. A possible bus lane could be shared with commercial vehicles and take up one of the exsisting lanes. As any expansion would affect residential property.
