Consideration needs to be given to encouraging Rayleigh residents to use bicycles to get into and around the town. This requires serious planning to provide safe places to leave bikes (places to lock them up under CCTV) and to create cycle pathways etc. I believe that would reduce congestion and increase visitor numbers. Currently if you are in your car anyway you may as well go to the supermarket etc out of town where parking is easier. Everyone will appreciate a cycle friendly town.
