Your opening statement is surely flawed? " .......payment should be exit, which would allow the town centre to compete with out-of-town retail stores providing free parking" You can not compete with free parking, you can only match it! Rayleigh needs much more free parking ON the high street & nearby. Say with a 2 hour limit. Ofcourse a pay on exit car park is better than a timed one that encourages you cut short a shopping trip, but to suggest 'competing with free parking retail parks' is utter folly, doomed to failure.
