Whilst I appreciate the car cannot be excluded and there should be no congestion charge, offering subsidised local transport, funded by some of the profits from the airport and the councils, should make it cheaper! Why not an underground for Essex, to link town centres - (e.g. Southend - Rayleigh, Chelmsford - Southend)
